Councilmember Willmus <br /> opined that this would provide more focus in personnel with that type of back- <br /> ground in dealing with those functions. <br /> Mayor Roe focused discussion on whether recycling was defined as a utility or <br /> what department that function should fall into, or they were one in the same. <br /> Councilmember McGehee concurred that since it was the PWEC that reviewed <br /> and set goals for community expectations with the recycling program, and their <br /> involvement in considering the possibility of organized collection, it should be the <br /> same process and belonged under the Public Works Department. <br /> Mayor Roe and Councilmembers Laliberte and Etten concurred, for a unanimous <br /> finding. <br /> Interim City Manager Trudgeon advised Councilmembers that if the City Council <br /> tasked him with exploring that further, he would first talk to Public Works Direc- <br /> tor Duane Schwartz to determine the possibilities, which would also lead into <br /> shifting duties and functions within the Administration Department, creating a <br /> much broader discussion of roles and time allotments. <br /> Councilmember Willmus stated that he did not disagree with that review; howev- <br /> er, he thought this unanimous decision to include the Recycling Program as a util- <br /> ity program under the Public Works Department should be memorialized by ordi- <br /> nance, since that is where the function belongs. Councilmember Willmus stated <br /> that he would personally look forward to that as a next step. <br /> Mayor Roe clarified that the next step should follow a thorough review by the In- <br /> terim City Manager and Public Works Director. <br /> Mr. Trudgeon advised that he wanted to do more research, as he was unsure if the <br /> sanitary sewer ordinance and function was currently included in the Public Works <br /> Department. <br /> Public Works Director Schwartz advised that it was defined in code. <br /> Councilmember Willmus referenced Section 106.09 of City Code; and Mr. <br /> Trudgeon advised that he would add recycling to that list. <br /> Councilmember McGehee requested the addition of refuse collection as well; with <br /> concurrence by Councilmember Willmus. <br />
