Continue Discussion on City Manager Search Process <br /> Mayor Roe lead the ongoing discussion for gathering criteria and outlining a <br /> search process for selection of a new City Manager to find some consensus for a <br /> profile and search document. <br /> Councilmember Laliberte advised that she and Councilmember Willmus had tak- <br /> en a subset from the 2006 survey with new updates and amendments. Coun- <br /> cilmember Laliberte noted that revised survey had been sent to Commission <br /> Chairs, City Councilmembers, Department Heads, and that all of that information <br /> was now included in the updated survey. Councilmember Laliberte opined that <br /> the remaining discussion needed to be the search itself, including how far and <br /> wide the search should be. <br /> Councilmember Willmus thanked Councilmember Laliberte for performing the <br /> majority of the work accomplished; and Councilmember Laliberte thanked re- <br /> spondents for doing so by the deadline requested. <br /> Human Resources Manager Bacon reviewed the proposed timeline based on an <br /> RFP process if the City Council decides to use a search firm to assist in the pro- <br /> cess; and a subsequent timeframe for actually processing of interviews and other <br /> components (Attachment A). While hearing Councilmember Willmus' request <br /> for a 90-day search period, Ms. Bacon opined that it would be very aggressive. <br /> Councilmember McGehee opined that she wanted a good and competent process, <br /> whether it was accomplished in 90 days or took longer; with the goal to find the <br /> best person possible to fill the City Manager role. <br /> Councilmember Willmus expressed his curiosity as to what variables would <br /> change if the City Council focused on an internal candidate. <br /> Ms. Bacon responded that it could be done immediately, with the position posted, <br /> internal candidates providing the City Council with an application, resume, and/or <br /> letter of interest; followed by interviews, meetings and any other portion of the <br /> process desired by the City Council. Ms. Bacon reminded Councilmembers that <br /> the process was up to them. <br /> Councilmember McGehee stated that her only important caveat was that the can- <br /> didate be selected by unanimous vote. <br /> Councilmember Etten recognized Councilmember Willmus' points; however, he <br /> personally worried about getting the broader picture. Even if the decision was for <br /> an internal candidate, Councilmember Etten opined that it would be a disservice <br /> to the community to not open the process to other people applying and for the <br />
