2.08 <br />. Once a draft contract has been successfully negotiated, City staff will <br />present recommended contract to the City Council. The City Council <br />may then award the contract and authorize staff to execute it. <br />2.09 <br />. The new recycling contract will commence on January 1, 2014. <br />3. BACKGROUND AND HISTORY <br />Roseville has contracted for curbside recycling of single-family homes, <br />duplexes, triplexes and four-plexes since July 1987. The program was once a <br />month collection from July 1987 – July 1988, twice a month collection from <br />August 1988 – December 1998, every other week collection from January <br />1999 – April 2006, and weekly collection since then. <br />The program began with collection of old newspaper (ONP) and aluminum <br />cans. Over the years it has expanded to collect old magazines (OMG), old <br />corrugated containers (OCC), household office paper and mail, boxboard <br />(OBB), phone books, carrier stock cardboard, aseptic packaging, glass <br />bottles and jars, steel food cans, PET and HDPE plastic bottles, pizza boxes, <br />and clothing and textiles. <br />In 1999 Roseville switched from source separated where residents sort their <br />recycling into seven different categories to a two-sort system. The previous <br />program was source separated and picked up the first and third weeks of the <br />month. In 2007 Roseville switched to weekly collection. <br />Participation rates were between 56 and 71 percent. However, in the past <br />five years the participation rate has been between 74 and 82 percent. <br />Recycling tonnages were fairly constant around 2,900 tons collected <br />annually. <br />Multi-family complexes were added to the program in 2003. Currently there <br />are 97 buildings with a total of 6,076 units in the program. All new buildings <br />are required to join the program. <br />4.
