In the case of Section 1005.02: Design Standards, refuse and recyclables are to <br />56 <br />be located on the rear and/or side of the building, however, there is no mention of <br />57 <br />the public street. The City Planner finds this to be shortsighted since the rear of a <br />58 <br />through lot is a public street, and for most of the Planner’s tenure such accessory <br />59 <br />items have not been allowed to be visible to the public. <br />60 <br />In the case of Section 1009.02: Conditional Use, Specific Standards and Criteria, <br />61 <br />a drive-through, on the other hand, can be only on the side of a building not <br />62 <br />adjacent a public street, which means there are no options or flexibility when a <br />63 <br />building lies adjacent to two or more public streets. The City Planner has <br />64 <br />determined that this, too, is shortsighted and difficult/challenging to achieve, and <br />65 <br />if/when achieved, it does not always provide the best design. <br />66 <br />These particular standards were brought into question by the Planning Division <br />67 <br />when reviewing the Walgreens redevelopment proposal, prior to the plans being <br />68 <br />brought forward through the Conditional Use process. The existing Code <br />69 <br />requirements forced (since no flexibility exists) the drive-through to the north side <br />70 <br />of the building and the trash/recycling enclosure area to the east (Snelling <br />71 <br />Avenue), which, the City Planner would argue, is unattractive, uninviting, and <br />72 <br />places a nontraditional refuse area/item in plain view of the public. <br />73 <br />Concerns and issues with these two requirements have come into play in recent <br />74 <br />months as the building market heats up in Roseville and more vacant or <br />75 <br />redevelopment sites are being looked at for development; some of the sites have <br />76 <br />more than one adjacent public street. <br />77 <br />5.0PZTC <br />ROPOSEDONINGEXT HANGES <br />78 <br />The City Planner is seeking a few minor adjustments to each of the Zoning <br />79 <br />Ordinance sections to create a flexible design and location approach to the drive- <br />80 <br />through and/or refuse area. <br />81 <br />1005.02.I: Design Standards <br />Section to read as follows: <br />82 <br />Garages Doors and Loading Docks: <br />I.Loading docks, refuse, recyclables, and/or <br />83 <br />, to the extent feasible <br />compactors shall be located, on rear or side facades <br />84 <br />that do not front a public street <br /> and, to the extent feasible, garage doors <br />85 <br />should be similarly located. Garage doors of attached garages on a building <br />86 <br />front shall not exceed 50% of the total length of the building front.
