-. <br />PLANNING FILE 07-013 <br />� <br />Attachment E <br />Request by Ramsey County for an INTERIM USE PERMIT to allow a temporary concrete- <br />recycling operation at 515 Larpenteur Avenue. <br />Chair Bakeman opened the Public Hearing for Planning File 07-014. <br />Associate Planner Bryan Lloyd and City Engineer Debra Bloom reviewed the request of Ramsey <br />County for approval of an INTERIM USE PERMIT in accordance with City Code, Section <br />1012.09, to allow the establishment of a temporary concrete and asphalt recycling (i.e., crushing <br />and mixing) area on their parcel at 515 Larpenteur Avenue. <br />Staff recommended approval, based on comments and findings of Section 5 and conditions of <br />Section 6 of the project report dated March 7, 2007. <br />Ms. Bloom advised that, given the length of the previous Public Hearing, and residents wishing to <br />speak to this request, she had met with interested parties earlier during the meeting, and had <br />negotiated an agreement between the neighbors and the applicant; and was prepared to present <br />revised conditions in Section 6.1 of the staff report. <br />Ms. Bloom provided revised conditions, as discussed and negotiated with the "Wagner <br />neighborhood" and Ramsey County. Conditions of Section 6 of the staff report dated March 7, <br />2007 were proposed for revision as follows: <br />a. The temporary use shall be limited to the crushing of materials that are currently <br />stockpiled on the subject praperty. <br />b. The temporary operation shall employ "best management practices" (e.g., <br />watering piles, installing silt fencing, etc.) to control dust and potential stockpile <br />erosion in the event of a rain storm — said erosion control plan must be reviewed <br />and approved by the City Engineer. <br />c. Hours of(theJ crushing (operetion] shall be limited from 7:00 a.m. to �6:00] � B9 <br />p.m. weekdays °^a �: nn , .., �,. �.nn .. .., ,.., c,.,,.a.,,, � inc/uding hauling and <br />stockpiling.] <br />d. Written notices shall be sent to property owners within the postcard (i.e., <br />Roseville's public hearing notice) distribution area one week prior to crushing so <br />that they may plan accordingly. <br />e. The Interim Use Permit shall be valid for a period of one week, beginning with the <br />commencement of crushing activity, which must be completed by May 31, 2007. <br />[If Ramsey County is unable to begin the recycling operation in time to <br />finish before the May 31, 2007 deadline, the recycling operation may take <br />place over a one-week period between November 1, 2007 and December 1, <br />2007.] <br />f. [The material shall be removed from the site within one year of completion <br />of recycling.] <br />Bob Payne, Ramsey County representative and applicant, was present and in agreement with the <br />proposed revised conditions as stated. <br />Public Comment <br />Written comment had been received via letter dated March 7, 2007, from Edward A. Hoefs, 636 <br />Pineview Courf, genera/ly opposed to the request, but proposing revisions if approved. <br />No one remained for public comment, following Ms. Bloom's prior negotiations. <br />
