-. <br />,. <br />Attachment E <br />Chair Bakeman closed the Public Hearing, with no one appearing for or against. <br />MOTION <br />Member Gattfried moved, seconded by Member Wozniak to RECOMMEND APPROVAL of <br />Planning File 07-013, INTERIM USE PERMIT for Ramsey County to establish a temporary <br />concrete and asphalt crushing operation on the 18-acre parcel at Larpenteur Avenue and <br />Kent Street (northeast corner) for a period of one week, based on the comments of Section <br />5, and the amended conditions of Section 6 of the project report dated March 7, 2007, <br />amended as fallows: <br />a. The temporary use shall be limited to the crushing of materials that are currently <br />stackpiled on the subject property. <br />b. The temporary operation shall employ "best management practices" (e.g., <br />watering piles, installing silt fencing, etc.) to control dust and potential stockpile <br />erosion in the event of a rain storm — said erosion control plan must be reviewed <br />and approved by the City Engineer. <br />c. Hours of the crushing operation, including hauling and stockpiling, shall be <br />limited (rom 7:00 a.m. to 6:00 p.m. weekdays. <br />d. Written notices shall be sent to property owners within the postcard (i.e., <br />Roseville's public hearing notice) distribution area one week prior to crushing so <br />that they may plan accordingly. <br />e. The Interim Use Permit shall be valid for a period of one week, beginning with the <br />commencement of crushing activity, which must be completed by May 31, 2007. <br />If Ramsey County is unable to begin the recycling operation in time to finish <br />before the May 31, 2007 deadline, the recycling operation may take place over a <br />one-week period between November 1, 2007 and December 1, 2007. <br />f. The material shall be removed from the site within one year of completion of <br />recycling. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />
