--•. <br />4.0 BACKGROUND: <br />--• <br />4.1 Section 1012.09A states: The City Council may authorize an interim use of property. <br />Interim uses may not be consistent with the land uses designated on the adopted Land <br />Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. <br />4.2 Section 1012.09B states: The City Council may attach conditions to Interim Use Permits. <br />In reviewing Interim use Permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that <br />the approval of the interim use would not result in adverse effects on the public health, <br />safety, and general welfare, and that it will not impose additional costs on the public if it <br />is necessary for the public to take the property in the future. <br />4.3 Nadeau Excavation seeks the requested INTERIM USE PERMIT to utilize the property <br />located at 2814 Cleveland Avenue during the summer of 2007 for a temporary storage <br />yard consisting of a few pieces of contractor equipment, job materials (including manhole <br />sections, trench boxes, manhole rings), sand and cement (covered) and 4,000 cubic yards <br />of granular material (from a bridge abutment project which must be stored then brought <br />back for backfilling). <br />4.4 The subject area for the temporary use is located in the southeast corner of the Dorso <br />parcel and is approximately 200 feet by 200 feet (1 acre) in size. A 50 foot wide <br />construction access would be constructed at the temporary use entry to keep wheel <br />tracking of mud/dirt to a minimum. The temporary storage area would include a 6 foot <br />tall security fence with a heavy duty locked entry gate. <br />4.5 The narrative also indicates that Mr. Tony Dorso (property owner) supports the proposed <br />temporary use through the summer. <br />4.6 The American Semi (Dorso) property is located in the southeast corner of Cleveland <br />Avenue and County Road C2 and includes three parcels and approximately 10 acres. <br />5.0 STAFF COMMENTS: <br />5.1 The American Semi (Darso) parcel is currently vacant. In 2006 the City of Roseville did <br />approve an IUP for Roseville Twin Lakes LLC for a crushing operation on the whole <br />site. The project however, was withdrawn by the Master Developer. <br />5.2 The City has been discussing with the Governments Services Administration (GSA) the <br />possibility of redeveloping the Dorso parcel into a 180,000 — 200,000 sq. ft. multi—story <br />office building for the Federal Bureau of Investigation (FBI). <br />5.3 The proposed temporary use will have minimal impact on the surrounding properties and <br />uses. <br />5.4 No EAW or other environmental document is required for this activity. <br />PF07-010_RPCA_030707.doc\ Page 2 of 3 <br />
