If yes, identify water resource affected and give the DNR Protected Waters Inventory number(s) if the
water resources affected are on the PWI: 62-58 (Little Lake Johanna) and 62-78 (Lake Johanna).
Describe altematives considered and proposed mitigation measures to minimize impacts.
There will be some physical alteration of several outfall structures located arotend Lake Johanna and
one located by Little Lake Johanna. These outfall structures are in need of rehabilitation or
replacement and these irnp-ovements will coincide with other stormwater management improvements
and portions of the proposed project, depending on the location of the outfall structure. For example,
out.fa/I structures locuted near the proposed relocation o.f the loop road will be modified and improved
as this portion of lhe project proceeds.
Special measures will be taken to protect any adjacent water bodies or wetlands_from erosion and
sedimentation during and after construction while vegetation is getting established. Installation of high
flow silt fences and bio-rolls will be installed prior to construction and maintained throughout
construction until turf has been established.
A NPDES permit (as requrred by the MPCA) and a Rice Creek Watershed District permit, in
accordance with all Rules and Regulations, will be obtained prior to construction. As part of the
NPDES per-mit, temporary and permanent erosion and sediment control plans will be prepared for
approval. In addition, Storm Water Pollution Prevention Plans will be submitted by the Contractor for
approval. All approved plans will be implemented prior to commencement of constrzrction and wrll be
maintained until al/ construction has been completed and turjhas been established. The plans will
address vehicle tracking of sediment, inspection of erosion control measures, and time frames in which
the erosion control measures will be implemented.
13. Water use. Will the project involve installation or abandonment of any water wells, connection to or
changes in any public water supply or appropriation of any ground or surface water (including
dewatering)? X Yes No
If yes, as applicable, give location and purpose of any new wells; public supply affected, changes to be
made, and water quantities to be used; the source, duration, quantity and purpose of any
appropriations; and unique well numbers and DNR appropriation permit numbers, if known. Identify
any existing and new wells on the site map. If there are no wells known on site, explain methodology
used to determine.
The project will not involve the installation or abandonment of any water wells or the appropriatiorz of
any ground or surface water.
The project may involve additional connections to service the proposed additional burldings. Based on
water usage data from 2005 and 2006, the average monthly water usage is approximately 2, 032, 312
gallons. This assumes that 24, 387, 745 gallons serves 1, 600 FTE students and the associated staff and
faculty on campus on an average annual basis. With an increase in student population to a total of
2, 400 FTE students along with the associated faculty and staff, the average monthly water usage is
xpected to increase to an approxtmate 3,048,468 ga[lons. This then assumes that 36,581,618 gallons
will serve the 2,400 FTE students along with the associated faculty and staff on an average annual
basis. This is an approximate increase in water usage oj33%. The source of that water will be from
the cities ofArden Kills and Rosevi/le. The increases are approximated to be evenly distributed
betweerr the rivo citres based on the current proportion of water usage from each city.
14. Water-related land use management district. Does any part of the project involve a shoreland
zoning district, a delineated 100-year flood plain, or a state or federally designated wild or scenic river
land use district? X Yes No
If yes, identify the district and discuss project compatibility with district land use resMctions.
a,ge 6
