That the College considers installing a sound barrier, even while <br />recognizing the expense of doing so. <br />Ms. Stellwagen requested that the College and City work together to <br />alleviate noise pollution on Snelling. <br />Councilmember Kough noted that he had asked that the College consider <br />an access on the north end of the campus; however, was told that the <br />City of Arden Hills had refused to consider such a proposal. <br />Ms. Stellwagen opined that an access on the north would create even <br />heavier traffic intrusions by creating an "island." <br />Herb Mischke, 3100 Ridgewood Road <br />Mr. Mischke noted that he'd been neighbors of the College for over 50 <br />years; and opined that the College had been a good neighbor. Mr. <br />Mischke noted his service on the Board of Trustees for the University of <br />St. Thomas, giving him a perspective from the College's point of view as <br />well as a resident and neighbor. Mr. Mischke opined and observed that <br />the college's expansion plans had been delayed, amended, and because <br />of their persistence and willingness to compromise, they were attempting <br />to be responsive to neighborhood issues. <br />Mr. Mischke remembered past discussion for Lydia Avenue at the <br />intersection of Snelling be considered for an overpass to alleviate traffic <br />volumes; and recognized that the intersection had been difficult through <br />the years; and questioned if it could handle two additional lanes, even <br />though they appeared reasonable. However, Mr. Mischke questioned <br />whether the intersection was adequate to support such revisions; and <br />expressed concern with impacts to the neighbors along Lydia. <br />Tam McGehee, 67 Mid Oaks Lane <br />Ms. McGehee stated that the City Council had voted to authorize the EAW <br />and were ultimately responsible for the EAW. <br />Ms. McGehee questioned why the EAW was done by the proposer without <br />City Council review until its completion. Ms. McGehee opined that no one <br />was standing up for the citizens; and the computations were provided by <br />the college, not staff.
