Environmental Assessment Worksheet (EAW) — Consider <br />Approving an EAW for Northwestern College <br />City Planner Thomas Paschke introduced the Northwestern College <br />presentation of their discretionary Environmental Assessment Worksheet <br />(EAW) related to their Master Plan and request for an Amended Planned <br />Unit Development (PUD). Agenda packet materials included the EAW; <br />comments from agencies; comments from residents and resident <br />associations and college responses to all comments; as well as a draft <br />resolution provided by staff for Council consideration and entitled, <br />"Resolution Establishing Findings of Face, Conclusions of Law and Order <br />Issuing a Negative Declaration for an Environmental Impact Statement <br />(EIS) on the Development Known as the Northwestern College Master <br />Plan. <br />Mayor Klausing sought Council questions for staff prior to hearing public <br />comment. <br />Councilmember Ihlan asked how tonight's public comment would be <br />incorporated into potential Council action; and who drafted the findings of <br />face, and their apparent conclusion that there was no basis for an EIS, <br />with no optional resolution for the Council declaring that there was need <br />for an EIS. <br />City Attorney Anderson advised that the draft resolution was drafted by <br />the City Attorney office, with input from staff, to ensure that the <br />proposed findings complied with requirements under Minnesota State <br />Statute and environmental rulings and acts. Mr. Anderson advised that, <br />from the City Attorney's perspective and based on staff's evidence, and <br />their skill and experience, they were proposing a negative declaration, <br />and had asked for his office's assistance in drafting the document. <br />Councilmember Ihlan again stated that the City Council had no <br />documents for any alternative course of action. <br />Mayor Klausing duly noted Councilmember Ihlan's to various agency and <br />public comments to-date; and if the EAW was the same draft provided to <br />the City Council at their last meeting. <br />Mr. Paschke advised that the applicant had provided responses to <br />comments; and verified that this EAW was the same draft as provided in <br />Page 1 of 16 <br />http://www.ci.roseville.mn.us/archive.asp?AMID=&Type=&ADID=230 09/24/2007 <br />
