4.0 UPDATE: <br />2 4.1 <br />4 <br />5 <br />Since the Northwestern College PUD Amendment was removed from the Council's <br />docket of August 27, 2007, Staff and the College have been meeting to discuss conditions <br />specific to traffic mitigation and revised language changes to the PUD Agreement. <br />6 4.2 To address impacts of redevelopment on the City's transportation system, the city has <br />7 added traffic mitigation conditions to land use application approvals. The conditions are <br />8 based on the findings and recommendations of the applicant's traffic study and they <br />9 usually relate to what public improvements are necessary to address the additional traffic <br />10 being added to the system. If a development's traffic directly causes the need for a public <br />11 improvement, the City has conditioned approval on the applicant either immediately <br />12 making the improvement or making the improvement sometime in the future when it is <br />13 necessary. What follows are examples of traffic conditions found in past development <br />14 approvals. <br />15 <br />16 Target Redevelopment (2005) <br />17 4.3 As a part of their plat approval, Target was required to complete public improvements, <br />18 including construction of storm sewer, watermain relocation, and street construction. The <br />19 scope of the street constniction cost included the closure of the County Road B crossover <br />20 median between Har Mar and Target, reconstruction and realignment of the East Snelling <br />21 Service Drive. The total construction cost was $327,998. <br />22 <br />23 Rosedale Redevelopment (2006) <br />24 4.4 As a condition of their PUD Agreement, Rosedale was required to do a number of <br />25 different traffic related improvements on both Fairview and County Road B-2. These <br />26 improvements included changes to the signal systems, additional turn lanes and right-of- <br />27 way dedication for future widening of County Road B-2. The overall construction cost <br />28 was $293,000. <br />29 <br />30 Frank's Nursery Redevelopment - Kimco Realty (2007) <br />31 4.5 As a condition of their rezoning and CUP approval, Kimco was required to address the <br />32 decrease in Level of Service at the Fairview/ Hwy 36 Service Drive signal by installing a <br />33 right turn lane. The total construction cost is $23,523.00. <br />34 <br />35 4.6 <br />36 <br />37 <br />38 <br />39 <br />40 <br />There have also been a couple of other corrections/removals in other sections of the <br />Agreement. Specifically the standard reference to rezoning of land and approval of an <br />ordinance have been removed. The College property is has the appropriate zoning and an <br />existing PUD Agreement.
