As a condition of the PUD approval, the Roseville City Council required that <br />it be revisited in five-year increments in order to review pending extensions/modifications <br />to the PUD. Since that time, components of the PUD have been constructed as necessary, <br />with appropriate approvals, and according to the plan. <br />5.2 In August 2001, the Roseville City Council granted the final extension of the PUD <br />approval. At that time, the Council directed that future updates of the PUD be <br />accomplished through standard Planned Unit Development Amendinents rather than the <br />periodic extensions. <br />5.3 The 2007 proposal is the first such Planned Unit Development Amendment to follow the <br />2001 PUD extension and has been prompted by the COLLEGE's determination that the <br />most efficient operation of programs and physical plant at the campus, given its size and <br />character, could be realized with a full-time student population of about 2,400 and <br />proportionally-sized facilities. <br />5.4 On March 7, 2007, the Roseville Planning Commission held a public hearing regarding <br />the request by Northwestern College for an AMENDED PLANNED UNIT <br />DEVELOPMENT. The Commission voted (6-0) to recommend approval of the <br />amendment subject to the completion of an EAW. <br />5.5 On March 16, 2007, Northwestern College, through their attorney, Jay Lindgren, Dorsey <br />and Whitney, provided notice to the Community Development Department that they <br />would Lindertake a Discretionary EAW. <br />5.6 On May 11, 2007, Northwestern College through their planning consultant, Dick <br />Thompson, TKDA, submitted the EAW to the City for review and acceptance. The City, <br />acting as the Responsible Governing Unit (RGU), must review and accept the document <br />and process according to Minnesota Rules 4410. <br />5.7 On May 11, 2007, the EAW was submitted to the Minnesota Environmental Quality <br />Board (EQB) for publication in the EQB Monitor and was subsequently distributed to all <br />required agencies listed in Minnesota Rules 4410. <br />5.8 On May 21, 2007, the EAW was published in the EQB Monitor and the 30-day comment <br />period began (May 21 to June 20). <br />59 On July 23, 2007 the City Council determined that there is no potential for significant <br />enviroiunental effects from the Northwestern College Master Plan and that there is no <br />need for an Environmental Impact Statement. <br />PF07-002_RCA_092407 Pagc 3 of 10 <br />
