REQUEST FOR CITY COUNCIL ACTION <br />epartment Approval: <br />DATE: 07/23/01 <br />ITEM NO: �. _ � <br />Approved: Agenda Section: <br />,�� CONSENT <br />Item Description: Northwestern Coll�e Extension of 5 year Campus PUD, last approved <br />in 1996 at 3603 Snelling Avenue. (PF 3335). <br />1.0 REQUESTED ACTION <br />1.1 Northwestern College received approval for a campus building and development plan in 1986. <br />Since that time, pieces of the master plan have been constructed in an orderly manner. The last <br />major piece completed was the Kecreation Complex. The Council requested that the work be <br />done and reviewed in five year increments before further extensions of the PUD occurred. No <br />further extensions appear necessary. <br />2.0 BACKGROUND <br />2.1 In 1986 No�rthwestern College prepared a long-term master plan and requested PUD approval <br />from the City of Roseville (as well as the City of Arden Hills for their portion of the plan). The <br />Roseville pa-tion of the plan included three major items: a new Recreation Center, a new outdoor <br />tennis complex, and a new dormitory. The only item remaining to be completed is a new <br />dormitory originally proposed north of the existing dorm, which is located near the southeast <br />entry gate. <br />2.2 <br />2.3 <br />No plan has been submitted to date nor is there a set date for construction of the dorm. <br />It appears that no ftu-ther construction will occur within this PUD and that future activities could <br />be treated as an amendment instead of extending the open PUD further. <br />3.0 STAFF COMMENT <br />3.1 Tlie staff has reviewed the site and the plans. Since original approval in 1986, the City PUD <br />regulations have been revised and cai� more readily handle an amendment to the PUD, such as <br />has been done in the College Properties four phase PUD south of Lydia. <br />4.0 STAFF RECOMMENDATION <br />The staff recommends that the Northwestern College Campus Plan PUD no longer be extended in <br />five year increments, but rather be accepted as complete at this time. If changes in the building <br />master plan occw•, the College may then apply for an amendment to the PUD. <br />5.0 SUGGESTED COUNCIL ACTION <br />By motion accept the Northwestern Cotlege YUD without further time extension.
