Roseville, MN - Official Website <br />Councilmember Pust offered a friendly amendment, accepted by the <br />makers of the motion, to the draft resolution's Findings of Fact, changing <br />language from "can" to "will" on pages 3, paragraphs 12 and 13; page 4, <br />paragraph 22; page 6, paragraph 29; and correction of a typographical <br />error (spelling of ��college") on page 5, paragraph 23. <br />Councilmember Kough, while wanting to support the College, spoke <br />against the motion due to too many unanswered and open-ended issues <br />as addressed by Councilmember Ihlan. <br />Councilmember Ihlan spoke against the motion, reiterating her rationale <br />from previous comments supporting the need for a positive declaration <br />for an EIS and their cumulative threshold affects and impacts <br />Councilmember Pust spoke in support of the motion; opining that her <br />concerns had been addressed and additional information provided as <br />she'd requested. Councilmember Pust further opined that there were a <br />multitude of conditions that should be placed on the PUD Agreement; and <br />expressed her intent to see that they were included in the next phase of <br />approval. Councilmember Pust opined that under statutory criteria, <br />significant impacts were identified, but their affects were subject to <br />mitigation plans as set forth, and that it would be up to the RGU to <br />ensure that those mitigation plans were put in place in the PUD, and that <br />the College be held accountable to the mitigation measures they'd <br />identified. <br />Councilmember Roe spoke in support of the motion; opining that he felt <br />sufficient and satisfactory information had been provided by the applicant <br />in their responses to his questions and agency/public comments. <br />Roll Call <br />Ayes: Pust; Roe; and Klausing. <br />Nays: Ihlan and Kough. <br />Motion carried. <br />Roe moved, Pust seconded, suspending Council Rules to extend the meeting curfew to <br />11:30 p.m. to finish discussion on this item. <br />Roll Call <br />http://www.ci.roseville.mn.us/archive.asp?AMID=&Type=&ADID=230 <br />Page 15 of 16 <br />09/24/2007 <br />
