Roseville, MN - Official Website <br />Councilmember Roe opined that mitigation recommendations would <br />actually imp�ove the level of service at the intersection; decreasing the <br />time to process through the intersection, and hopefully decreasing <br />advantages for traffic seeking alternatives to cut-through. <br />Additional discussion included travel demand measures implemented by <br />the college to discourage use of cars; need for students to work on or off <br />campus; and other options being explored to manage travel demands. <br />Doug Schroeder, Northwestern College, Chief Financial Officer <br />Mr. Schroeder advised that approximately 90% of students work; with <br />600 working on campus. Mr. Schroeder noted that the College valued <br />community and encouraged placement within the community for student <br />employment and interaction. <br />Mr. Schroeder recognized public transportation challenges; potential of <br />light rail for Snelling and noise impacts; maintaining student housing to <br />reduce commuting traffic; increased prices for parking; on-campus <br />versus off-campus expansion and differing community opinions; and <br />competing market factors for a private college. Mr. Schroeder noted that <br />the traffic study indicated that 85 - 93% of the growth was from <br />background traffic, and 17% from expansion of the College. <br />Councilmember Pust reiterated her concerns, for the record, that the <br />college recognize their responsibility for traffic mitigation costs for their <br />proposed expansion; and that the understanding be clearly defined in the <br />PUD Agreement, with no attempts to avoid that financial responsibility. <br />Councilmember Ihlan addressed her concerns regarding FTE projections; <br />her observance of College billboard advertising encouraging adult and <br />evening student recruitment; and potential environmental impacts from <br />additional commuter traffic in addition to additional dorm space on <br />campus for daytime students. <br />Mr. Lindgren briefly addressed national standards used by the College for <br />their student projections and consistent growth analyses. <br />Klausing moved, Roe seconded, adoption of Resolution No.10530 entitled, <br />"Resolution establishing Findings of Fact, Conclusions of Law and Order <br />Issuing a Negative Declaration for an Environmental Impact Statement <br />on the Devetopment Known as the Northwestern College Master Plan." <br />http://www. ci.roseville.mn.us/archive. asp?AMID=&Type=&ADID=23 0 <br />Page 14 of 16 <br />09/24/2007 <br />
