Roseville, MN - Official Website <br />in the creek area to the west of the proposed ball field. <br />Councilmember Pust questioned how the College would address potential <br />safety issues along Lydia. <br />Mr. Thompson advised that this would need to be discussed and design <br />elements incorporated to sufficiently berm and protect that area, along <br />with possible orientation of buildings and the ball field itself. <br />Mr. Roe noted that the buffer area being discussed was primarily across <br />from commercial, rather than residential properties. <br />Further responses related to expansion of Lydia with additional widening <br />and lanes, additional turn lane(s) off Northbound Snelling onto Lydia <br />Avenue, and possible signalization of the Lydia/Fairview intersection, and <br />practical mitigation issues were discussed; and whether there was <br />sufficient right-of-way. <br />Mr. Lindgren advised that mitigation strategies were reviewed and <br />approved by the City Engineer, and were considered in conjunction with <br />other transportation entities based on best practices. <br />Public Works Director Duane Schwartz addressed mitigation strategies, <br />and how to get from the EAW to solidify designs and the triggering <br />mechanisms. <br />Mr. Schwartz introduced the City's Traffic Analyst from SRF Consulting, <br />who had reviewed the work of TKDA Consulting the College's traffic <br />consultant, to address some mitigation strategies. <br />Craig Vaughan, SRF Consulting <br />Mr. Vaughan summarized his traffic analysis of the College's proposed <br />expansion; turn lanes; and ongoing internal discussions with staff and the <br />college's traffic engineer and college staff throughout the process to find <br />resolution of various traffic impacts and potential mitigation efforts.
