and need to address it; and asked that" all would participate with their <br />hearts and minds; and recognize that the college was attempting to be a <br />good neighbor;" and asked that "all please cooperate together." <br />Mayor Klausing concluded public comment at this time, thanking <br />residents for their participation. Mayor Klausing provided listed questions <br />for comment and response by staff and/or the applicant. <br />The applicant was represented by various consultants, each in their own <br />area of expertise related to specific areas of the EAW and proposed <br />development. <br />7ay Lindgren, of Dorsey Whitney representing the Applicant; <br />along with City Planner Thomas Paschke responded initially to Mayor <br />Klausing's listed questions from public comments. Mr. Lindgren provided <br />responses as outlined in specific areas of the EAW, and pointed out those <br />responses for public information. Mr. Paschke noted that the majority of <br />the items would be part of the PUD conditions and drafted in a PUD <br />Agreement to provide monitoring and accountability. <br />City Attorney Anderson concurred with Mr. Paschke that generally, the <br />items addressed are conditions of the PUD Agreement. Mr. Anderson <br />noted that the phrase "significant environmental affects" was not defined <br />under the rules, Section 4410.0200, which dealt with land and physical <br />characteristics. <br />Responses were related to discharge issues; payment in lieu of taxes <br />unrelated to tonight's EAW discussion; percentage of forest lands and <br />government agency interpretation and/or calculation of coverage issues, <br />specifically related to the ball field and field house; coverage along Lydia <br />Avenue and loss of trees, landscaping and berming/screening issues <br />identified and conditioned in the PUD to be reviewed by the Planning <br />Commission, and more akin to Site Plan approval. Mr. Lindgren advised <br />that the Site Plan continued to change as environmental and <br />neighborhood concerns were addressed, creating additional revisions and <br />was common for land use approval during the course of the process. Mr. <br />Lindgren noted that this also accounted for relocation of some of the <br />proposed buildings. <br />Mr. Thompsort, TKDA Consultants <br />Mr. Thompson, representing the College, discussed the trees along Lydia, <br />advising that it was anticipated that there would be tree removal, but not <br />http://www.ci.roseville.mn.us/archive.asp?AMID=&Type=&ADID=230 09/24/2007 <br />
