3. Comment: We concur with the U.S. Fish and Wildlife Service recommendation <br />that Northwestern College protect the forested habitat surrounding Lake <br />Johanna and Little Lake Johanna. <br />Response: As stated in the EAW, in order to avoid impacts to the habitats, <br />especially nesting habitat for migratory birds such as warblers and other <br />songbirds, those areas will be preserved as recommended by the U. S. Fish and <br />Wildlife review. If it is necessary to remove individual trees, native trees will be <br />planted following any development and as much buffer as possible will be <br />maintained to enhance fish and wildlife habitat, as recommended by the U.S. <br />Fish and Wildlife review. <br />4. Comment: The proposed alteration of stormwater outfalls offers opportunities for <br />shoreland restoration. We encourage the ity and Northwestern College to work <br />together to improve the quality of thes " able aquatic resources. <br />Response: Comment acknowled '�` °i'he College will work with the Cities to <br />improve stormwater outfalls thaf �nate from the campus. <br />5. Comment: Item No. 13 indicates a projected 33% increase in water usage. We <br />recommend that the College consider implementing water conservation <br />practices in the case of landscape planting and irrigation. <br />Response: Comment acknowledged. The College is considering implementing <br />water conservation such as LEED recommendations including, for example, <br />avoiding watering during the heat of the day and watering on alternate days. The <br />College will continue considering and implementing these and other water <br />conservation practices, as appropriate. <br />6. Comment: We note that Ramsey County is in the process of county-wide Flood <br />Insurance Restudy. The possibility exists that elevations for Lake Johanna and <br />`��tt�e Lake Johanna may be changed during this process. <br />� . . :�$ ��. <br />Resp � Comment is acknowledged and any updated flood elevations wi/l be <br />reviewe ���t�he time of the proposed capital improvement construction. <br />III. The "before" cover <br />types to al 94.64 acres and the "after" cover types total 97.99 acres. Please <br />verify this discrepancy. <br />Response: The land cover numbers have been revised to reconcile the before <br />and after totals in the 2007 EAW.
