Comment: Please note the regulatory requirements error related to the RCWD <br />requirement for street projects. The District requires infiltration of runoff volume <br />equal to 0.34 inches of water over the impervious area within the project, not 2.8 <br />inches as stated in the Report. <br />Response: Comment acknowledged. This will be addressed in the Final SWMP. <br />B. Dan Soler, Ramsey County Public Works - Traffic Comments <br />Comment: The intersection of Fairview;antl Lydia is under the jurisdiction of <br />Ramsey County Public Works, currently controlled by an all-way stop, one lane <br />of approach in each direction and operates at a LOS C or better. Background <br />traffic growth without campus growtht°w�l have httle' effect on traffic operations at <br />this intersection. a;��, :�� ° <br />Response: Commenf acknowledged. <br />2. Comment: Regarding the recommendation to instal�, a traffic signal along with an <br />,� <br />exclusive southbound left turn lane at the intersecfion of Fairview and Lydia, the <br />County recammends the addition of a northbound right turn lane at the time the <br />signal is installed. ; 'x„ <br />Response: Comme t'acknowledged. Comment: The"�Gou�ty expects that the College will fund the mitigation <br />measures identified;;:Nan„d recommended in the traffic study. <br />Response: Costs for implementing mitigation measures as recommended in the <br />Draff EAW and the Traffic Study will be paid by the College to a level <br />commensurate wifh the level of impact created by the proportionate net increase <br />in College peak hour trips due to expansion. Additional funding of transportation <br />improvements will be contributed by benefited properties of future development <br />affecting the area's roadway system. This is consistent with Minnesota Statutes, <br />Chapter 429. <br />C. Norm Schiferl, Ramsey County Public Health - Solid Waste Comments <br />Comment: Recycling: The College is encouraged to examine its recycling <br />programs, including appropriate education to students and staff, to maximize <br />recovery, especially regarding recovery of food waste for livestock feeding. <br />Response: Northwestern College maintains an aggressive recycling program on <br />campus in both the academic spaces as well as the housing areas.
