Staff recommends that this mitigation measure reflect these
limitations and be changed to action items that would aid the implementation of
the identified improvements. This can be accomplished by the following:
Staff recommends that the College dedicate the necessary right- of- way
for the road widening assumed in the Study. To identify how much right-
of- way is necessary, Northwestern will put together a preliminary layout
for the segment of Lydia Avenue located between Lincoln and Snelling as
evaluated in the Study, and determine how much additional right- of- way
to the north and south of Lydia Avenue would be necessary. The road
design should take into account left turn movements for both the Snelling
intersection as well as the Lincoln intersection. This road widening design
should be submitted with first development plan. Once the layout has
been approved by City staff, the necessary right- of- way shall be dedicated
as a condition of PUD approval. This will ensure that when the assumed
background improvements are implemented for the Lydia/ Snelling
intersection the City will have adequate right- of- way.
18 • Staff also recommends that Northwestern participate in the cost of the
19 future intersection improvement project when it occurs. The cost
20 participation shall be proportionate to the amount of traffc that is added to
21 the public system as a result of the campus expansion. The proportion will
22 be based on new trafiic added to the public system in relationship to
23 existing and background traffic.
24
25
26
27
28
29
30
31
32 8.0
5. The College shall prepare a Travel Demand Management (TDM) Plan, including
trip reduction strategies, a schedule for implementation, and procedures for
evaluation and revisions. This plan shall be approved by the City Engineer prior
to the issuance of building permits for each phase of the development. These
strategies will be evaluated to determine reductions in the forecasted traffic. A
trip reduction goal shall be identified as a part of each TDM Plan.
STAFF RECOMMENDATION:
33 8.1 The Community Development and Public Works/Engineering Department's recommend
34 that the request by Northwestern College for an AMENDED PLANNED LJNIT
35 DEVELOPMENT be approved, subject to the terms and conditions stipulated in the
36 Planned Unit Development Agreement.
37
38 9.0
39 9.1
40
41
SUGGESTED CITY COUNCIL ACTIONS:
BY MOTION, APPROVE THE PLANNED UNIT DEVELOPMENT
AMENDMENT AND THE ATTACHED PLANNED UNIT DEVELOPMENT
ICe 7 u1i 1
42 Prepared by: City Planner Thomas Paschke, City Engineer Deb Bloom and Associate Planner Bryan Lloyd
43 Attachments: A: Area map
44 B: Aerial photograph
PF07-002_RCA_082707_deb Page 8 of 9
