1 has no additional capacity available to support additional traffic. To address this, <br />2 TKDA recommends that a traffic signal at Fairview Avenue and Lydia Avenue be <br />3 installed. In order for a signal to be installed it must meet specific criteria (signal <br />4 warrants). A cursory level review of the signal warrants (based solely on projected <br />5 peak hour trafiic volumes) indicate that the peak hour warrant 3B will be met <br />6 under year 2018 cumulative conditions. Typically, the peak hour warrant alone <br />7 will not justify the installation of a signal, additional analysis will be necessary. A <br />8 signal is not included in the County or City's long range Capital Improvement <br />9 Plan. Therefore funding has not been identified and there is no timeline for this <br />10 improvement. Because the proposed college expansion uses up the additional <br />11 capacity at this intersection, staff recommends that this mitigation measure reflect <br />12 these limitations and be changed to an action item that would aid the <br />13 implementation of the identified improvements. Staff recommends that a <br />14 condition be added to the PUD requiring: <br />15 <br />16 Northwestern to pay for a Fairview/ Lydia Avenue intersection improvement <br />17 when it is warranted. A warrant analysis shall be completed as a part of the traffic <br />18 study update required with each subsequent development phase. If subsequent <br />19 City Council approved development occurs adding to the volume of traffic being <br />20 projected for this intersection, before the signal is warranted. Conditions will be <br />21 added to that approval requiring a proportionate cost share from that proposed <br />22 development. <br />23 <br />24 2. Mitigation 2 is to open the west gate at Lydia Avenue to outbound right turns and <br />25 inbound left turns during the p.m. peak hour. This improvement should be <br />26 included as a condition in the PUD and should be completed at the same time as <br />27 the first phase of development. Development plans should provide additional <br />28 information regarding the configuration of the westerly driveway at the <br />29 intersection with Lydia Avenue, traffic routing through campus, and signage <br />30 should be provided with the frst development plan. <br />31 <br />32 3. Mitigation 3 is the addition of an exclusive right turn lane at the College entrance. <br />33 This should be included as a condition in the PUD agreement. Due to existing <br />34 traffic, this improvement should be completed as a part of the first phase of <br />35 development. The intersection should be striped to include a southbound left turn <br />36 lane from Lydia to Lincoln Avenue. <br />37 <br />38 4. Mitigation 4 is the addition of an additional exclusive eastbound left turn lane at <br />39 the Lydia/ Snelling intersection. In looking at the 2018 traffic analysis, under <br />40 background conditions operates at a LOS E& F during the a.m. and p.m. peak <br />41 hours respectively. This is unchanged for 2018 cumulative traffic conditions, <br />42 indicating that immediate additional mitigation would not be warranted at build- <br />43 out. This signal was just replaced in 2003 and is not included in the State or <br />44 City's long range Capital Improvement plan.
