All stages of development should <br />recognize the others to ensure that a comprehensive storm water management plan <br />is constructed for the site. <br />• Site impervious coverage should be consistent with the provisions of the City <br />Shoreland Ordinance. <br />• The College will provide additional information regarding existing cast iron pipes <br />that lead from the pumphouse to Lake Johanna (in Arden Hills section of <br />property). <br />• As a part of each development plan, the College will identify and eliminate all <br />direct, untreated piped discharges into Lake Johanna and Little Lake Johanna as a <br />part of the campus expansion plans. <br />TRAFFIC & PARKING IMPACT STUDY: <br />7.10 All of the comments contained in the 1/11/07 memo from the City's consultant (SRF) <br />have been addressed in the revised traffic study dated 4/24/07. As requested, TKDA <br />describes projected traffic for 2018. This interim traffic projection only includes existing <br />traffic and incremental background growth, not the Twin Lakes Traffic. The purpose of <br />this additional information was to determine the impacts to the existing intersections of <br />the proposed campus expansion. As anticipated, the additional analysis did not change <br />the recommended mitigation measures, however, it does assist in identifying how the <br />campus traffic impacts the road system. <br />7.11 All conditions regarding traffic impacts, shall apply to Arden Hills development phases. <br />The College shall submit to the City Engineer campus development proposals in Arden <br />Hills for review and approval in order to evaluate the impact on the PUD traffic related <br />conditions. <br />7.12 An update to the traffic study shall be submitted at each phase of the development plan to <br />ensure that the mitigation measures identified adequately address the anticipated traffic <br />impacts. This update to the traffic study shall identify proposed studentl faculty <br />population increase and subsequent number of trips being generated by the development <br />phase being considered for construction. <br />7.13 On page 16 of the Study, TKDA identifies mitigation measures. The Engineering <br />Division has the following comments and subsequent PUD conditions regarding these <br />measures: <br />1. Mitigation 1 is the signalization of the Fairview/ Lydia Avenue intersection. The <br />additiona12018 analysis indicates that this intersection operates at an acceptable <br />LOS D during the a.m. and p.m. peak hours for cumulative traffic conditions. The <br />LOS D delay threshold for an unsignalized intersection is 25-35 seconds; the LOS <br />E delay threshold is 35-50 seconds.
