d. As a part of each development plan, the College will identify and eliminate all <br />direct, untreated piped discharges into Lake Johanna and Little Lake Johanna as a <br />part of the campus expansion plans. <br />10.9 Traffic and Parking Mitigations. The COLLEGE shall be required to confonn to and <br />implement the following traffic and parking mitigations: <br />a. Mitigation 1 is the signalization of the Fairview/ Lydia Avenue intersection. "I,he <br />additional 2018 analysis indicates that this intersection operates at an acceptable <br />LOS D during the a.m. and p.m. peak hours for cumulative traffc conditions. The <br />LOS D delay threshold for an unsignalized intersection is 25-35 seconds; the LOS <br />E delay threshold is 35-50 seconds. Based on this information the LOS D reported <br />has no additional capacity available to support additional traftic. To address this, <br />TKDA recommends that a traffic signal at Fairview Avenue and Lydia Avenue be <br />installed. In order for a signal to be installed it must meet specific criteria (signal <br />warrants). A cursory level review of the signal warrants (based solely on projected <br />peak hour traffic volumes) indicate that the peak hour warrant 3B will be met <br />under year 2018 cumulative conditions. Typically, the peak hour warrant alone <br />will not justify the installation of a signal, additional analysis will be necessary. A <br />signal is not included in the County or City's long range Capital Improvement <br />Plan. Therefore funding has not been identified and there is no timeline for this <br />improvement. Because the proposed college expansion uses up the additional <br />capacity at this intersection, staff recommends that this mitigation measure reflect <br />these limitations and be changed to an action item that would aid the <br />implementation of the identified improvements. Staff recommends that a <br />condition be added to the PUD requiring: <br />■ Northwestern to pay for a Fairview/ Lydia Avenue intersection <br />improvement when it is warranted. A warrant analysis shall be completed <br />as a part of the traftic study update required with each subsequent <br />development phase. If subsequent City Council approved development <br />occurs adding to the volume of traffic being projected for this intersection, <br />before the signal is warranted. Conditions will be added to that approval <br />requiring a proportionate cost share from that proposed development. <br />b. Mitigation 2 is to open the west gate at Lydia Avenue to outbound right turns and <br />inbound left turns during the p.m. peak hour. This improvement should be <br />included as a condition in the PUD and should be completed at the same time as <br />the frst phase of development. Development plans should provide additional <br />information regarding the configuration of the westerly driveway at the <br />intersection with Lydia Avenue, traffic routing through campus, and signage <br />should be provided with the first development plan. <br />: <br />
