c. Mitigation 3 is the addition of an exclusive right turn lane at the College entrance. <br />This should be included as a condition in the PUD agreement. Due to existing <br />traffic, this improvement should be completed as a part of the frst phase of <br />development. The intersection should be striped to include a southbound left turn <br />lane from Lydia to Lincoln Avenue. <br />d. Mitigation 4 is the addition of an additional exclusive eastbound left turn lane at <br />the Lydia/ Snelling intersection. In looking at the 2018 traffic analysis, under <br />background conditions operates at a LOS E& F during the a.m. and p.m. peak <br />hours respectively. This is unchanged for 2018 cumulative traffic conditions, <br />indicating that immediate additional mitigation would not be warranted at build- <br />out. This signal was just replaced in 2003 and is not included in the State or <br />City's long range Capital Improvement plan. As a result, funding for these <br />improvements has not been identified, and there is no timeline far the assumed <br />improvements. Staff recommends that this mitigation measure reilect these <br />limitations and be changed to action items that would aid the implementation of <br />the identified improvements. This can be accomplished by the following: <br />Staff recommends that the College dedicate the necessary right- of- way <br />for the road widening assumed in the Study. To identify how much right- <br />of- way is necessary, Northwestern will put together a preliminary layout <br />for the segment of Lydia Avenue located between Lincoln and Snelling as <br />evaluated in the Study, and determine how much additional right- of- way <br />to the north and south of Lydia Avenue would be necessary. The road <br />design should take into account left turn movements for both the Snelling <br />intersection as well as the Lincoln intersection. This road widening design <br />should be submitted with tirst development plan. Once the layout has <br />been approved by City staff, the necessary right- of- way shall be dedicated <br />as a condition of PUD �pproval. This will ensure that when the assumed <br />background improvements are implemented for the Lydia/ Snelling <br />intersection tlle City will have adequate right- of- way. <br />Staff also recommends that Northwestern participate in the cost of the <br />future intersection improvement project when it occurs. The cost <br />participation shall be proportionate to the amount of traffic that is added to <br />the public system as a result of the campus expansion. The proportion will <br />be based on new traffic added to the public system in relationship to <br />existing and background traffi��. <br />e. The College shall prepare a Travel Demand Management (TDM) Plan, including <br />trip reduction strategies, a schedule for implementation, and procedures for <br />evaluation and revisions. This plan shall be approved by the City Engineer prior <br />to the issuance of building permits for each phase of the development. These <br />strategies will be evaluated to determine reductions in the forecasted traffic. A <br />trip reduction goal shall be identitied as a part of each TDM Plan. <br />0 <br />
