for this intersection, before the signal is warranted. Conditions will be added to that approval requiring a <br />proportionate cost share from that proposed development. <br />2. Mitigation 2 is to open the west gate at Lydia Avenue to outbound right turns and inbound left turns during the p.m. <br />peak hour. This improvement should be included as a condition in the PUD and should be completed at the same <br />time as the first phase of development. Development plans should provide additional information regarding the <br />configuration of the westerly driveway at the intersection with Lydia Avenue, traffic routing through campus, and <br />signage should be provided with the first development plan. <br />3. Mitigation 3 is the addition of an exclusive right turn lane at the College entrance. This should be included as a <br />condition in the PUD agreement. Due to existing traffic, this improvement should be completed as a part of the first <br />phase of development. The intersection should be striped to include a southbound left turn lane from Lydia to <br />Lincoln Avenue. <br />4. Mitigation 4 is the addition of an additional exclusive eastbound left turn lane at the Lydia/ Snelling intersection. In <br />looking at the 2018 traffic analysis, under background conditions operates at a LOS E& F during the a.m, and p.m. <br />peak hours respectively. This is unchanged for 2018 cumulative traffic conditions, indicating that immediate <br />additional mitigation would not be warranted at build-out. This signal was just replaced in 2003 and is not included in <br />the State or Citys long range Capital Improvement plan. As a result, funding for these improvements has not been <br />identified, and there is no timeline for the assumed improvements. Staff recommends that this mitigation measure <br />reflect these limitations and be changed to action items that would aid the implementation of the identified <br />improvements. This can be accomplished by the following: <br />Staff recommends that the College dedicate the necessary right- of- way for the road widening assumed in the <br />Study. To identify how much right- of- way is necessary, Northwestern will put together a preliminary layout for the <br />segment of Lydia Avenue located between Lincoln and Snelling as evaluated in the Study, and determine how <br />much additional right- of- way to the north and south of Lydia Avenue would be necessary. The road design should <br />take into account left turn movements for both the Snelling intersection as well as the Lincoln intersection. This <br />road widening design should be submitted with first development plan. Once the layout has been approved by City <br />staff, the necessary right- of- way shall be dedicated as a condition of PUD approval. This will ensure that when the <br />assumed background improvements are implemented for the Lydia/ Snelling intersection the City will have <br />adequate right- of- way. <br />Staff also recommends that Northwestern participate in the cost of the future intersection improvement project <br />when it occurs. The cost participation shall be proportionate to the amount of traffic that is added to the public <br />system as a result of the campus expansion. The proportion will be based on new traffic added to the public <br />system in relationship to existing and background traffic. <br />5. The College shall prepare a Travel Demand Management (TDM) Plan, including trip reduction strategies, a <br />schedule for implementation, and procedures for evaluation and revisions. This plan shall be approved by the City <br />Engineer prior to the issuance of building permits for each phase of the development. These strategies will be <br />evaluated to determine reductions in the forecasted traffic.
