The following conditions have been incorporated into the <br />Northwestern PUD agreement and Council staff report: <br />Utility service <br />• Existing and proposed utility plans, showing all connections to the public systems, shall be provided for the full <br />campus. Provide information regarding existing cast iron pipes that lead from the Pumphouse to Lake Johanna. <br />Stormwater Management Study <br />• Each stage of development must meet the regulatory standards in place at the time of building permit application. <br />All stages of development should recognize the others to ensure that a comprehensive storm water management <br />plan is constructed for the site. <br />• Site impervious coverage shall be consistent with the provisions of City Shoreland Ordinance. <br />• Northwestern will identify and eliminate all direct, untreated discharges to Lake Johanna and Little Lake Johanna as <br />a part of the campus expansion plans. <br />Traffic and Parking Impact Study <br />On page 16 of the Study, TKDA identifies mitigation measures. The Engineering Division has the following comments <br />and subsequent PUD conditions regarding these measures: <br />Mitigation 1 is the signalization of the Fairview/ Lydia Avenue intersection. The additional 2018 analysis indicates <br />that this intersection operates at an acceptable LOS D during the a.m. and p.m. peak hours for cumulative traffic <br />conditions. The LOS D delay threshold for an unsignalized intersection is 25-35 seconds; the LOS E delay <br />threshold is 35-50 seconds. Based on this information the LOS D reported has no additional capacity available to <br />support additional traffic. To address this, TKDA recommends that a traffic signal at Fairview Avenue and Lydia <br />Avenue be installed. In order for a signal to be installed it must meet specific criteria (signal warrants). A cursory <br />level review of the signal warrants (based solely on projected peak hour traffic volumes) indicate that the peak hour <br />warrant 3B will be met under year 2018 cumulative conditions. Typically, the peak hour warrant alone will not justify <br />the installation of a signal, additional analysis will be necessary. A signal is not included in the Counry or Citys long <br />range Capital Improvement Plan. Therefore funding has not been identified and there is no timeline for this <br />improvement. Because the proposed college expansion uses up the additional capacity at this intersection, staff <br />recommends that this mitigation measure reflect these limitations and be changed to an action item that would aid <br />the implementation of the identified improvements. Staff recommends that a condition be added to the PUD <br />requiring: <br />• Northwestern to pay for a Fairview/ Lydia Avenue intersection improvement when it is warranted. A warrant <br />analysis shall be completed as a part of the traffic study update required with each subsequent development <br />phase. If subsequent City Council approved development occurs adding to the volume of traffic being projected <br />• Page 1 <br />
