Debra Bloom, P.E. <br />City of Roseville <br />EXISTING CONDITIONS <br />• All comments were addressed satisfactorily. <br />YEAR 2018 CONDITIONS <br />August 7, 2007 <br />Page 2 <br />• Year 2018 conditions analysis was added to the traffic impact documentation to determine <br />the impacts the College expansion would have on the adjacent roadway network independent <br />of the potential Twin Lakes AUAR development. <br />• The background growth rates assumed for this analysis are consistent with average annual <br />growth rates for this area. <br />• This analysis determined that the Snelling Avenue intersections will begin to fail without the <br />College expansion taking place (assuming no mitigation to improve operations). <br />• With the College expansion, all adjacent intersections will degrade further (assuming no <br />mitigation to improve operations). <br />• All mitigation measures identified as part of the analysis are appropriate, except for the <br />traffic signal at the Fairview Avenue/Lydia Avenue intersection. This intersection is <br />reported to operate at an acceptable LOS D or better during the a.m. and p.m. peak hours <br />under year 2018 cumulative conditions. While this intersection has been shown to degrade <br />from existing conditions, the acceptable overall LOS D would indicate that additional <br />mitigation would not be warranted at this time (unless desired by all parties involved and <br />funded independently by the applicant). <br />• The Master Plan documentation appropriately states that the intersections along Snelling <br />Avenue cannot be made to operate at acceptable levels of service with reasonable/feasible <br />mitigation measures. Based on the amount of side-street traffic and volume on the Snelling <br />Avenue anything short of constructing grade-separated intersections at each of the cross- <br />streets will result in a failing level of service. Currently, this high-cost, high-impact <br />improvement is not feasible. <br />• It is recommended that the applicant work with City staff to clearly identify which mitigation <br />measures are the sole responsibilities of the College and which will be monetarily <br />contributed to proportionately based on trip generation estimates. This information shall be <br />added to the Final PUD submittal documentation submitted to City staff. <br />YEAR 2026 CONDITIONS <br />• All comments were addressed satisfactorily. <br />
