Debra Bloom, P.E. <br />City of Roseville <br />CONCLUSIONS AND RECOMMENDATIONS <br />The following conclusions and recommendations are offered for consideration. <br />August 7, 2007 <br />Page 3 <br />• The majority of all comments were addressed satisfactorily, except for the data collection <br />and information documentation contained in the traffic volume figures. This information <br />shall be updated as appropriate to reflect the proper turning movement values. <br />• The year 2018 operations analysis was addressed satisfactorily. However, additional <br />documentation is needed to clearly identify which mitigation measures are the sole <br />responsibilities of the College and which will be monetarily contributed to proportionately <br />based on trip generation estimates. <br />• Due to the nature and size of Master Plan development submittals, it is recommended that the <br />individual developments within the Master Plan agreement be reviewed independently of this <br />analysis as they come forward in the future. This can be done by conducting an independent <br />traffic study at each stage of the development plan to determine the associated traffic <br />impacts. <br />• As City staff has indicated, Northwestern College shall provide street easements for <br />dedication of right-of-way abutting the property as necessary for the identified mitigation <br />measures along Lydia Avenue. <br />• The applicant has stated that travel demand management (TDM) practices are part of their <br />mitigation strategy. Therefore, it is recommended that a formal TDM plan including trip <br />reduction strategies, mode split goal percentages, a schedule for implementation, and <br />procedures for evaluation and revision shall be approved by the City Engineer prior to the <br />issuance of a building pennit. <br />H:AProjects\5953\5953 Draft Northwester MP Revie�v V2.doc <br />
