1 action on a PLANNED UNIT DEVELOPMENT and does note that a petition was <br />2 submitted seeking an Environmental Assessment Worksheet (EAW). Further, the record <br />3 included a general site development plan titled "Proposed Campus Master Plan" which <br />4 was slightly different than the 1979 version due to the modifications supported by the <br />5 City Council (Exhibit on file in Community Development Department). <br />6 <br />7 7.5 The Planning Division met with Northwestern College and their representatives to review <br />8 the project and the comments of the February 7, 2007 Planning Commission <br />9 hearing/meeting. TKDA (consultant) has prepared a response to the questions raised at <br />10 the hearings with both the Arden Hills and Roseville Planning Commission's (see <br />11 attachment). <br />12 <br />13 7.6 The Planning Division believes that a specitic setback from the eastern property line must <br />14 be established. In review of the proposed structures that would be constructed on the east <br />15 side of the Campus (dormitory and parking ramp) our recommendation is that this setback <br />16 be established at a minimum of 75 feet from the eastern property line. <br />17 <br />18 7.7 The Planning Division also supports specific language that requires the setback area be <br />19 screened. Staff recommends that screening be consistent with the City Code affording a <br />20 mix of berming, fencing and landscaping to be placed within the 75 foot setback area. <br />21 <br />22 7.8 The Planning Division further supports a condition that requires that any proposed <br />23 construction project meet the requirements of § 1016 (Shoreland, Wetland, and Storm <br />24 Water Management) of the Roseville City Code and the said project be reviewed and <br />25 approved by the Roseville City Engineer and the Rice Creek Watershed. <br />26 <br />27 79 Lastly, the Planning Division believes that there needs to be conditions regarding future <br />28 traffic increases and necessary improvements to the adjacent roadway (Lydia Avenue), <br />29 which have been addressed by Deb Bloom, City Engineer in the attached memo and the <br />30 conditions below. <br />31 <br />32 <br />33 7.7 <br />34 <br />35 <br />36 <br />UTILITY SERVICE: <br />Utility plans showing existing and propos�d waterinain and sanitary sewer shall be <br />provided for the full campus. <br />STORMWATER MANAGEMENT STUDY: <br />37 7.8 The Engineering Division has reviewed the Stormwater Management Study, which lays <br />38 out possible best management practices that would bring the site into compliance with <br />39 storm water regulations. Staff recommends that there be a condition in the PUD <br />40 requiring each stage of development to meet the regulatory standards in place at the time <br />41 of building permit application.
