5.0 OVERVIEW OF PROPOSED PUD AMENDMENT: <br />2 5.1 The proposed AMENDMENT to the 1986 PUD includes only the area that lies within the <br />3 existing 88 acre Northwestern College Campus. Of the total 88 acres, 36 lie in Arden <br />4 Hills and 52 lie in Roseville (of which only 10 acres is Little Lake Johanna) and the <br />5 remaining 42 acres is Campus land. <br />6 <br />7 5.2 Currently, the campus has 12 academic buildings and approximately 514 faculty and staff <br />8 members to serve approximately 1,650 full-time equivalent students. Over the next 20 <br />9 years (perhaps longer), the amended PUD (if fully realized) would increase the number of <br />10 buildings to 19 to accommodate approximately 2,400 students and approximately 682 <br />11 faculty and staff employees. <br />12 <br />13 5.3 This request seeks support to add 750 students, an inerease froin 1,650 to 2,400 fiill-time <br />14 equivalent students, and to construct the facilities necessary to support this growth. The <br />15 Roseville portion of the campus includes three existing buildings. The Long Range <br />16 Master Plan and amended PUD proposed an additional residence building, a fieldhouse, <br />17 and a visitor's center. The plan also includes a 2-deck parlcing structure where the tennis <br />18 courts currently stand. <br />19 <br />20 5.4 None of the off-campus sites (i.e. Mel Johnson Media Center (KTIS)/student housing <br />21 directly south of the campus; student housing at 2980, 2924 — 2930, and 2906 Snelling <br />22 Avenue; and the Administration Building at 2803 Lincoln Drive) were included in the <br />23 Council's previous approvals and therefore are not a component of this PUD <br />24 Amendment. Each of these sites is regulated by its current zoning and Comprehensive <br />25 Land Use designation. The Mel Johnson Media Center and adjacent student housing is <br />26 regulated by PUD #1254. <br />27 <br />28 5.5 The materials submitted for the application include the following documents: PUD <br />29 Application Report, Long Range Master Plan Report (developed: Winter 2003; updated: <br />30 Fall 2006), Stormwater Management Study, and Traffic and Parking Impact Study. <br />31 <br />32 5.6 The Traffic and Parking Impact Study indicates that developing the proposed on-campus <br />33 parking facilities should relieve "spillover parking on local streets east of Snelling <br />34 Avenue" and that adjustments in the scheduling of classes and other institutional practices <br />35 should help to reduce the traffic volume at key intersections during peak traffic hours. <br />36 <br />37 5.7 Finally, without developing the technical specifications necessary for implementation, the <br />38 Stormwater Management Study identifies several goals including preserving and <br />39 improving the quality of nearby bodies of water through best management practices <br />40 related to the treatment and control of storm water. The comprehensive storm water <br />41 management plan, which will be required as the amended PUD is implemented, must <br />42 have the approvals of the City Engineer and the Rice Creek Watershed. <br />43 <br />44 <br />45 <br />PF07-002 RCA_082707 Page 3 of 9 <br />
