Building materials shall be comprised of a mix of brick, stone, and <br />EFIS, similar to the materials depicted on the elevation plans submitted (Exhibits <br />I1 and I2). <br />D. Park Dedication: As determined by the Roseville City Council, park dedication <br />fees shall be paid concurrent with the issuance of building permits in the amount <br />of $2,000 per dwelling unit constructed. <br />10. OVERALL DEVELOPMENT CONDITIONS <br />Development Review Committee (DRC): The Phase I and Phase II plans submitted for a <br />building permit pertaining to this redevelopment shall be reviewed by the DRC for <br />consistency with this AGREEMENT as well as other applicable City Code requirements, <br />prior to the issuance of a building permit. <br />A. HVAC Units: All HVAC, mechanical, and energy support system structures <br />shall be wall mounted variety for each room/unit and/or within a separate <br />mechanical room. Ground placed units shall also be permissible; must be located <br />on the south side of the building; and shall be 100% screened from view. For the <br />purpose of this AGREEMENT ground unit screening shall consist of a mixture of <br />deciduous and coniferous landscaping. <br />B. Trash Handling: Trash handling equipment (trash and recycling dumpsters <br />and/or compactors) shall be located within the underground parking garage. <br />C. Off-Street Parking: Off-street parking areas shall include hard surfacing <br />(bituminous), concrete perimeter curbing, and a drainage plan. <br />D. Signage: Signage shall be consistent with City Code Section 1010 (Sign <br />Regulations) and require a separate permit. <br />E. Lighting: Parking lot lighting shall be consistent lighting requirements of <br />Section 1011.12 of the Roseville City Code. Lighting of pedestrian accesses <br />and/or patio areas shall be of a pedestrian scale and can be a decorative style. <br />F. Storage: Outdoor or exterior storage of any material, equipment, is prohibited for <br />any duration including but not limited to: junk, pallets, debris, inoperable and/or <br />non-licensed vehicles. <br />G. Accessory Structures: The installation of sheds or other accessory buildings is <br />prohibited. <br />H. Site Construction & Security Fencing: The DEVELOPER is responsible for <br />installing construction or security fencing and for its removal prior to occupancy. <br />The exact location of the security fence and entrances must be approved by the <br />Building Official and Fire Marshall, or designees, prior to the issuance of building <br />or excavation permits. <br />I. Site Landscaping: The final landscape plan provides adequate screening and <br />incorporates an appropriate mixture of plant materials and trees (Exhibits G 1 and <br />G2). <br />J. Landscape Letter of Credit: Prior to the issuance of a grading, excavation, <br />foundation, and/or building permit, the DEVELOPER shall provide the CITY <br />
