n <br />LI <br />• <br />11.4 One member of the public, Mr. Sangwon Sun, presented a shadow study that resulted in a <br />degree of shadow impacts that he concluded were excessive. <br />11.5 Also at the meeting, the applicant presented a shadow study that they had prepared (by <br />their consultant Jim Caulcus of Schoell-Madsen Engineering) which illustrated a lesser <br />impact. <br />11.6 Ultimately, the Planning Commission recommended denial of the applications (by a vote <br />of 4 to 1 with two Commissioners absent) based on their findings that the project: <br />a) did not provide a sufficient transition next to a single-family neighborhood, and; <br />b) produced "negative influences from height, scale and mass." <br />12.0 STAFF RECOMMENDATION: <br />12.1 The Planning Staff recommends APPROVAL of the PRELIMINARY PLAT, <br />REZONING, and GENERAL CONCEPT PLANNED UNIT DEVELOPMENT by <br />United Properties for the property at 3010 Cleveland Avenue North with a 93-unit age- <br />restricted cooperative housing development with the following conditions: <br />a The proposed structure must incorporate sloped roofs, to lower overall height, and <br />other architectural elements to further enhance the structure and reduce the visual <br />mass of the building. <br />b Building materials must be consistent with Section 1010 of the Roseville City <br />Code and be a mix of architectural metal, glass block, natural stone, color <br />impregnated concrete masonry units, stucco or other high quality, durable <br />products. <br />c The submittal of final grading, drainage, and utility plans to be reviewed and <br />approved by the Public Works Department. This review may include <br />consideration by the Public Works, Environment, and Transportation Committee <br />(PWETC) and address the items/concerns indicated in the e-mail dated May 23 <br />from City Engineer Deb Bloom. <br />d The Roseville Fire Marshall shall approve all fire hydrant locations. <br />The submittal of final site and landscape plans to be reviewed by the Planning <br />Division and Parks Department. The landscape plan must include year round <br />screening from the road and parking lot from the adjacent (north) residential <br />properties. <br />The proposed park access road is to be constructed by the applicant (subject to a <br />Public Improvement Agreement) at their cost and subsequently dedicated as <br />public right-of-way; <br />g The proposed road meet all City standards and be of a width of 24' except that <br />portion of the road lying west of the proposed cooperative parking lot where the <br />PF07-006_RCA_061807 Page 8 of 9 <br />
