• • <br />7.2 The proposal seeks to develop a 4-story, hipped roof, elongated 95-unit age-restricted <br />cooperative housing development located at the south end of the site and favoring the east side <br />of the property. Vehicle parking for residents will be provided underground at 1 space for each <br />of the 95 units. Variations in the building's facade have been designed to minimize the mass of <br />the structure, and its placement to the very south of the parcel provides an appropriate <br />separation from the adjacent single-family residences. <br />�:�� 7.3 Access to the development will come from Cleveland Avenue North approximately mid-point <br />�, between County Roads C2 and D. The proposed primary access would serve four purposes; to <br />� za provide access to a below grade parking structure located beneath the building, to access an at- <br />rz5 grade resident/guest parking lot, to provide access to the adjacent Langton Lake Park parking <br />zzt, lot, and to provide for connections to future City roads. <br />��: <br />�za 7.4 Additional landscape considerations has been given to the north side of their property, between <br />�..>�z the street and the property line/existing trees. The Final Development Plan incorporates trees <br />,, and other landscaping to augment the existing condition to increase/enhance the visual screen <br />-:., � from the proposed road and development. <br />� �=,z <br />� z:3 7.5 Sidewalk and pathway have been incorporated into the development site to afford pedestrians <br />�:�a access from Cleveland Avenue to the park. <br />, ,^ <br />�:>s 7.6 The proposal would rely on existing public sanitary sewer and water located within the <br />�:s: Cleveland Avenue right-of-way, which design will be looped to eliminate dead end lines and <br />� <f; possible pressure losses. <br />�, <br />��:; 7.7 The proposed Applewood Pointe site is required to create and manage its o�vn storm water <br />~a� according to City Code and the Rice Creek Watershed. Efficiencies and better utilization ofthe <br />�az land has been achieved under the current design, though given the remoteness of this site to the <br />��:� broader Twin Lakes redevelopment area, its design achieves a site specific efficiency. <br />�d4 <br />� �: <br />�a:3 <br /><� , <br />� •�s, <br />•; a;± <br />7.8 <br />8.0 <br />Utilities, such as electricity, cable, telephone, and natural gas, will be designed and coordinated <br />through the Public Works Department to be underground, and utilize a joint trenching system <br />where applicable. <br />STAFF COMMENTS/CONDITIONS: <br />�;� 8.1 On June 16, 2007 the Roseville City Council approved (3-2) the GENERAL CONCEPT PLAN <br />� �� subject to eight conditions (minutes attached). Below is a review/analysis of these conditions as <br />��z they related to the Final Development Plan under consideration of approval: <br />� r,4 <br />��;a a. The proposed structure must incorporate sloped roofs, to lower overall height, and <br />��:; other architectural elements to further enhance the structure and reduce the visual <br />F�<:; mass of the building. The Final Development Plan includes a 4-story structure with a <br />=;.r truss styled roof to provide greater residential character and assist in visually reducing <br />.,,. height.
