i <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />47 <br />48 <br />49 <br />50 <br />51 <br />52 <br />53 <br />54 <br />55 <br />56 <br />-� --� <br />MOTION: <br />Member poherty moved, seconded by Member Boerigter to RECOMMEND <br />APPROVAL of Planning File 07-017, request by the Minnesota State Fair for an <br />AMENDED INTERIM USE PERMIT (originally approved on March 4, 2002 and <br />amended on June 2, 2003) in accordance with Roseville City Code, Section <br />1012.09, to allow the operation of two (2) additional "Park and Ride" lots in <br />Roseville at North Como Presbyterian Church, 965 Larpenteur Avenue; and <br />Calvary Church, 2120 Lexington Avenue; for a total number of sites to ten (10); <br />based on comments and findings in Section 5, and conditions outlined in <br />Section 6 of the staff report dated May 2, 2007. <br />Commissioner Martinson strongly encouraged that City staff and the State Fair <br />transportation manager consider revising the bus route to go east on Parker from <br />Lexington, north at the first exit onto Burke, with the pick-up/drop-off point as close to <br />the church as possible; north from the parking lot, west on Burke, and north on <br />Lexington to B, then to Hamline. <br />The majority of Commissioners were strongly supportive of Commissioner Martinson's <br />proposed route; however some were leery to make it a condition without benefit of the <br />opinion of a bus driver actually driving the route. <br />Chair Bakeman opined that, regardless of which route was used, buses exit north on <br />Lexington up to B and over to Hamline, rather than attempting a south turn on <br />Lexington Avenue. <br />Commissioner Boerigter expressed concern that the motion be specifically <br />conditioned, without considering maneuvering ability for the bus driver regarding the <br />route and safety issues. <br />Discussion included rush hour concerns with routing options; assurances that litter be <br />monitored and eradicated on both sites; dead-end or "no outleY' signage on Burke; <br />preferred entrance onto the Calvary site; and site traffic and maneuvering on the <br />Calvary Church site in relationship to adjoining residential properties. <br />Mr. Paschke noted that staff had not been a chronic problem at other sites, at least to <br />staffs knowledge. Mr. Paschke observed that if a problem with garbage or littering <br />was noted on any site, residents simply needed to contact staff in order for staff to <br />monitor and enforce the sites. Mr. Paschke advised that the rationale with the Interim <br />Use Permit document and process was for City staff and the City Council to bring any <br />concerns forward, with the City Council having the option to shut the site down if <br />problems were noted. Mr. Paschke further noted the concerns raised by residents; <br />and the presence of State Fair personnel and their awareness of residential concerns; <br />and the multiple conditions applied to the permitting process to allow staff to have the <br />ability to rectify issues. <br />Following further discussion, the motion was amended by consensus to inc/ude <br />conditions as follows: <br />➢ That operation of the sites will be conducted io have minimal impact on <br />adjoining residentia/ areas in terms of noise, and traffic issues; and that <br />Minnesota State Fair and respective Church stafis coordinate with City sfaff <br />to find a solution for a more viab/e and /ess-disruptive ingress/egress and <br />on-site route through the Calvary Church property; <br />➢ Temporary signage wi/I include signs p/aces at the Burke exit at Calvary <br />Church indicating, "no right turn," or "no out/et." <br />
