-^ <br />4.0 PROJECT SPECIFICS: <br />0 <br />4.1 Section 1012.09A of the City Code states: The City Council may authorize an Interim <br />Use Permit of property. Interim uses may not be consistent with the land uses designated <br />on the adopted Land Use Plan. They may also fail to meet all ofthe zoning standards <br />established for the district within which it is located. <br />4.2 Section 1012.09B of the City Code states: The City Council may attach conditions to <br />Interim Use Permits. In reviewing Interim Use Permit applications, the City will establish <br />a specific date or event that will terminate the use on the property. The Council will also <br />determine that the approval of the interim use would not result in adverse effects on the <br />public health, safety, and general welfare, and that it will not impose additional costs on <br />the public if it is necessary for the public to take the property in the future. <br />4.3 Prior to February 2002, the Minnesota State Fair operated park & ride facilities at certain <br />sites in Roseville for many years. However, in 2001, City staff received complaints <br />related to one of the sites which prompted a review of the situation and the process for <br />allowing the facilities within Roseville. The determination made by the City Attorney <br />was to require an INTERIM USE PERMIT at each of the specific sites in Roseville. <br />4.4 Currently there are eight sites in Roseville - Bethany Baptist Church, Church of Corpus <br />Christi, Grace Church of Roseville, Roseville Covenant Church, Roseville Area High <br />School, St. Michael's Lutheran Church, The Church of St. Rose, and Centennial United <br />Methodist Church. <br />4.5 The Minnesota State Fair requests two additional park & ride sites (North Como <br />Presbyterian Church and Calvary Church) with certain conditions of use, by <br />AMENDING their existing INTERIM USE PERMIT. <br />4.6 The park & ride at both sites will include the following: <br />A. Staffing provided by Minnesota State Fair employees and volunteer groups that <br />are paid by the Fair. Staffing needs are dependant on the size of the site and the <br />number of spaces provided. <br />B. Two-way radio communication with park & ride supervisor (hourly radio security <br />checks beginning at 8 pm. <br />C. Provision of portable restrooms and trash containers (emptied daily). Minnesota <br />State Fair responsible for cleaning lots. <br />D. A 10 foot by 10 foot tent erected to provide shade for those waiting for <br />transportation to Fair Grounds. <br />E. Informational and directional signage set-up and removed daily by park & ride <br />personnel. Directional signage is limited to 2-1/2 foot by 3 foot signs directing <br />patrons and vehicles on to each site and "lot full" signs placed at each entrance <br />for patron convenience. <br />PF07-017_RPCA_050207.doc Page 2 of 5 <br />
