-^ 4.0 PROJECT SPECIFICS: 0 4.1 Section 1012.09A of the City Code states: The City Council may authorize an Interim Use Permit of property. Interim uses may not be consistent with the land uses designated on the adopted Land Use Plan. They may also fail to meet all ofthe zoning standards established for the district within which it is located. 4.2 Section 1012.09B of the City Code states: The City Council may attach conditions to Interim Use Permits. In reviewing Interim Use Permit applications, the City will establish a specific date or event that will terminate the use on the property. The Council will also determine that the approval of the interim use would not result in adverse effects on the public health, safety, and general welfare, and that it will not impose additional costs on the public if it is necessary for the public to take the property in the future. 4.3 Prior to February 2002, the Minnesota State Fair operated park & ride facilities at certain sites in Roseville for many years. However, in 2001, City staff received complaints related to one of the sites which prompted a review of the situation and the process for allowing the facilities within Roseville. The determination made by the City Attorney was to require an INTERIM USE PERMIT at each of the specific sites in Roseville. 4.4 Currently there are eight sites in Roseville - Bethany Baptist Church, Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, Roseville Area High School, St. Michael's Lutheran Church, The Church of St. Rose, and Centennial United Methodist Church. 4.5 The Minnesota State Fair requests two additional park & ride sites (North Como Presbyterian Church and Calvary Church) with certain conditions of use, by AMENDING their existing INTERIM USE PERMIT. 4.6 The park & ride at both sites will include the following: A. Staffing provided by Minnesota State Fair employees and volunteer groups that are paid by the Fair. Staffing needs are dependant on the size of the site and the number of spaces provided. B. Two-way radio communication with park & ride supervisor (hourly radio security checks beginning at 8 pm. C. Provision of portable restrooms and trash containers (emptied daily). Minnesota State Fair responsible for cleaning lots. D. A 10 foot by 10 foot tent erected to provide shade for those waiting for transportation to Fair Grounds. E. Informational and directional signage set-up and removed daily by park & ride personnel. Directional signage is limited to 2-1/2 foot by 3 foot signs directing patrons and vehicles on to each site and "lot full" signs placed at each entrance for patron convenience.
