-�. <br />F. Coach and/or transit bus service to operate in I S to 20 minute intervals from 8 am <br />to midnight each day during the Fair. Bus service contracted with Metro Transit <br />and/or Lorenz Bus Company, or other transit provider. <br />G. Provision by each property owner of a certificate of insurance with the State of <br />Minnesota Risk Management Division for liability. <br />4.7 The Minnesota State Fair has included a letter from each church seeking inclusion as a <br />park & ride lot during the 10 day State Fair. <br />4.8 A site plan indicates the parking area and number of spaces to be used for the park & <br />ride, and an aerial photo provided by the City identifies the premises and the surrounding <br />neighborhood. <br />4.9 The number of vehicles parked within the lots at North Como Presbyterian Church and <br />Calvary Church will depend on specific church activities, weddings and funerals. That <br />being said, North Como Presbyterian Church proposes to allow up to 146 spaces and <br />Calvary Church 387 spaces. <br />5.0 STAFF FINDINGS: <br />5.1 The proposed interim use (two weeks per year) of the property for temporary off-street <br />parking of vehicles and bus transportation to the Fair Grounds will have a minimal <br />impact on each site's parking and traffic in the area. Most activity will take place during <br />off-peak hours. <br />5.2 The proposed interim use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair Grounds will not have an impact on parks, streets and other <br />public facilities. Each site is required to have temporary bathroom facilities and there is <br />no need for use of public or private utilities. Bus pick-up for both proposed sites will be <br />internal to the premises, with buses entering the site and pick-up generally by the tent. <br />5.3 The proposed interim use of temporary off-street vehicle parking and bus transportation <br />to the Fair Grounds on the property is an appropriate use of the site and is a compatible <br />use with contiguous properties. Traffic volumes in the area will increase slightly during <br />the two-week period, but measures will be taken to use only collector streets, not local <br />residential streets. <br />5.4 The proposed interim use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair Grounds will not have an adverse impact on the market <br />value of contiguous properties. <br />5.5 The proposed interim use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair Grounds will not have an adverse impact on the general <br />public health, safety and welfare. <br />PF07-017_RPCA_050207.doc Page 3 of 5 <br />
