1 6.5 The Planning Commission voted (7-0) to recommend approval of the two additional park 2 and ride sites with Commissioner Martinson strongly encouraging the State Fair and staff 3 to consider the Calvary Church route to require buses to access the lot from Parker 4 Avenue and head north adjacent the structure and exit on to Burke and then accessing 5 Lexington Avenue and heading north. 6 6.6 Aditional discussion ensued and the Commission amended the recommendation by 7 consensus to include the following conditions: 8 A. That operation of the sites will be conducted to have minimal impact on adjoining 9 residential areas in terms of noise and traffic issues; and that the Minnesota State 10 Fair and respective church staff coordinate with City staff to find a solution for a 11 more viable and less disruptive ingress/egress and on-site route through the 12 Calvary Church property. 13 B. Temporary signage will include signs placed at the Burke exit indicating "no-right 14 turn" or "no outlet" or or some wording to direct customers toward Lexington 15 Avenue. 16 PROJECT UPDATE: 17 6.7 Since the Planning Commission meeting, City Staff has met with representatives of the 18 State Fair, Calvary Church and Lorentz Bus Company to select a route that meets the 19 direction (conditions) given by the Planning Commission. 20 6.8 The route selected has the bus traveling north on Lexington Avenue from Roselawn 21 Avenue, then turning right on to Parker Avenue, then accessing the western parking lot 22 entrance/exit and traveling north adjacent to church/school to the designated drop- 23 off/pick-up area at the northwest portion of the parking lot (see site map). The bus would 24 exit on to Burke Street and trave west to Lexington Avenue. 25 6.9 Additionally the northeast entrance/exit will be blocked to eliminate the potential of right 26 turn movements down the deadend street and a no right turn sign will be placed at the 27 northwest entrance/exit to direct customers to Lexington Avenue and away form the dead 28 end street. 29 7.0 SUGGESTED CITY COUNCIL ACTION: 30 6.10 ADOPT A RESOLUTION APPROVING an INTERIM USE PERMIT for the Minnesota 31 State Fair for 10 park and ride facilities (Bethany Baptist Church, 2025 Cleveland 32 Avenue; Church of Corpus Christi, 2131 Fairview Avenue; Grace Church of Roseville, 33 1310 County Road B2; Roseville Covenant Church, 2865 Centennial Drive; Roseville 34 Area High School, 1238 — 1240 County Road B2; St. Michael's Lutheran Church, 1660 35 County Road B; The Church of St. Rose, 2048 Hamilne Avenue; Centennial United 36 Methodist Church, 1525 County Road C2; North Como Presbyterian Church, 965 37 Larpenteur Avenue; and Calvary Baptist Church, 2120 Lexington Avenue) based on the 38 comments of Section 5 of this report and the following conditions: PF07-017_RCA_052107.doc Page 5 of 5
