5.5 <br />� <br />4 <br />5 5.6 <br />6 <br />7 <br />8 <br />9 G.0 <br />10 <br />� — <br />The proposed interim use of the property for temparary off-street parking of vehicles and <br />bus transportation to the Fair Grounds will not have an adverse impact on the general <br />public health, safety and welfare. <br />The proposed interim use of the property for temporary off-street parking of vehicles and <br />bus transportation to the Fair Grounds is consistent with the City of Roseville's interim <br />use standards. <br />STAFF RECOMMENDATION: <br />11 6.1 Based on the information provided in this project report, the City Planner recommends <br />12 approval of North Como Presbyterian Church, 965 Larpenteur Avenue and Calvary <br />13 Church, 2120 Lexington Avenue being included in an AMENDED INTERIM USE <br />14 PERMIT, allowing for temporary off-street parking of vehicles and bus transportation to <br />15 the Minnesota State Fair Grounds, subject to 10 conditions all similar to the current <br />16 conditions in force on the existing eight sites and as revised by the Roseville Planning <br />17 Commission (see below and attached resolution). <br />18 <br />19 6.0 PLANNING COMMISSION ACTION: <br />20 6.1 On May 2, 2007 the Roseville Planning Commission held the public hearing regarding <br />21 two additional park and ride sites sought for inclusion by the Minnesota State Fair in their <br />22 existing INTERIM USE PERMIT. <br />23 6.2 At the meeting members of the public did address the Commission regarding the two <br />24 proposed sites. Specifically, their comments/concerns centered mostly on the Calvary <br />25 Church park and ride proposal and the proposed bus route/pick-up location. <br />26 6.3 Additional comments were raised about the location of such a use in a residential area <br />27 and potential problems/conflicts. The City Planner stated that park and ride lots under the <br />28 INTERIM USE PERMIT have been in place since 2002 and that all eight of the regulated <br />29 sites are in similar (and somewhat more densly populated) residential areas. He futher <br />30 indicated that over the past 5 years staff has not received calls regarding any issues or <br />31 concerns. John Stark, Community Development Director stated that he asked the other <br />32 department heads if they have received calls in the past over park and ride facility <br />33 concerns and received the response that department heads could not recall receiving such <br />34 calls. <br />3 5 6.4 <br />36 <br />37 <br />38 <br />39 <br />Additional comments and responses were provided to members of the public and the <br />Commission (see attached minutes), which centred on Calvary Baptist Church and the <br />route through the parking lot. <br />PF07-017_RCA_052107.doc Page 4 of 4 <br />
