• <br />� <br />December 3, 2007 <br />Concept PUD application <br />2700 Cleveland Avenue <br />Page2of3 <br />Area Cost Allocation Study will be completed in mid- December, once this is complete we <br />will know this development's share of'these costs. <br />2. The proposed driveway onto Cleveland Avenue shall be a right in/ right out. This will be <br />accomplished by extending the median 100 feet to the north. Modifications to Cleveland <br />Avenue must be reviewed and approved by the City Engineer and County Engineer prior to <br />construction. t�lso, since these are Pu�lic Improvements the developer must execute a Public <br />Improvement Contract. Plans for the modifications must be designed by a registered <br />professional engineer. All minimum state aid standards must be met for the width of lanes <br />and curb recovery distances. The median must be at least 4 feet wide. <br />3. The right-in/ right-out access onto Cleveland Avenue may remain open after the second <br />access is constructed to the internal Twin Lakes roadway system. <br />4. Sidewalks will be constructed along Twin Lakes Parkway and Mt. Ridge Road as a part of <br />the infrastructure improvements discussed in the AUAR. These costs are included in the <br />overall infrastructure improvements being analyzed as a part of the Twin Lakes <br />Redevelopment Area Cost Allocation Study. As a result, we will not condition the approval <br />of this proposal on the construction of these public sidewalks within 6 months of the <br />construction of Twin Lakes Parkway and or Mount Ridge Road as previously indicated. <br />5. Pedestrian connections from the proposed hotel and restaurant shall be made to the future <br />public sidewalks within 6 months of their construction. The sidewalk connection plan will <br />be reviewed by the Community Development Director and Public Works Director as a part of <br />building permit approval. <br />6. Additional public street access from this site is required to either Twin Lakes Parkway or Mt. <br />Ridge Road. The access point must be identified on the revised site plan, which will be <br />reviewed and approved by the Community Development Director and Public Works Director <br />as a part of building permit approval. This access is not guaranteed to be a full access and <br />must meet minimum spacing guidelines. This access must be constructed by the applicant <br />within 6 months of the public street construction. <br />7. For safe operation of the public streets within the Twin Lakes Redevelopment Area, some <br />minimum spacing guidelines should be followed. Here are the basic spacing guidelines that <br />we discussed: <br />o Full accesses on Twin Lakes Parkway should be at least 450 feet apart from each <br />other. At this time it is anticipated that there will be a full access at Mt. Ridge Road <br />and Twin Lakes Parkway. <br />o Right-in/ right-out accesses onto public streets should not be located within a turn <br />lanes or transitions to turn lanes. <br />o Access onto other internal Twin Lakes roadways will be subject to the same spacing <br />guidelines. <br />8. A Rice Creek watershed district permit must be obtained prior to the issuance of any building <br />permits. A copy of the permit shall be provided to the City Engineer. <br />9. The storm water management plan must meet the goals and strategies of the City's CSWMP, <br />this will be reviewed and approved by the City Engineer as a part of building permit <br />approval. <br />
