� <br />• <br />u <br />Community Development Department <br />G51-792-7074 ♦ fax:651-792-7070 <br />October 18, 2007 <br />Mr. John Livingston <br />Cognoscente <br />2136 Sheridan Hills Road <br />Wayzata, MN 55391 <br />RE: Proposed redevelopment of 2700 Cleveland Avenue. <br />Dear Mr. Livingston, <br />On Monday, October 15, 2007 the Roseville City Council approved the Alternative Urban <br />Areawide Review (AUAR) for the Twin lakes Redevelopment Area. The City Council also <br />approved the AUAR as fulfilling your environmental review required on July 23, 2007. <br />As a means to proceed forward with you application, I have met with City Staff to determine <br />what outstanding issues remain to be addressed prior to the City forwarding you General <br />Concept Planned Unit Development proposal to the City Council for action. The list below <br />identifies that outstanding items/issues that must be addressed: <br />1. The temporary entrance/exit onto Cleveland Avenue be modified to meet at least one of <br />the recommendations on the Traffic Study (page 11 of the July 17, 2007 study); <br />including: <br />a. Gaining access from the adjacent property to the south via a shared access <br />agreement <br />b. Extending the Cleveland Avenue median directly adjacent to the property <br />by at least one-hundred feet to the north <br />2. The temporary entrance/exit onto Cleveland Avenue be reviewed and approved by the <br />Ramsey County and the Roseville Public Works Director. <br />3. The applicant shall agree to fund or entering into a Special Assessment Area for purposes <br />of funding a portion of the right-of-way acquisition and construction of Twin Lakes <br />Parkway, at such time as it is constructed; the proportionate cost to the applicant shall be <br />based on their pro-rated share of the Daily Traffic Volume that is attributed to the <br />development by the City Engineer; <br />
