Please let this email serve to confirm my understanding of our meeting <br />today with regard to my proposed submission for development of the Xtra Lease property on Cleveland Avenue. <br />I have reviewed with you a preliminary concept for a hotel and restaurant on the parcel which is approximately <br />3.49 acres in size. You have confirmed the following: <br />1. The submission only needs to apply for a PUD and Re-zoning (and possibly sub-division) <br />2. Only 3 votes of the council are needed for its approval. <br />3. No Met Council approval is needed. <br />4. No Comprehensive Plan change is needed for our submission (although you mentioned that the Council <br />may feel differently about that) <br />We also discussed ingress and egress from Cleveland. You said approval of ingress/egress to the developed <br />property from Cleveland, as a part of a PUD approval, would need to be reviewed by your traffic department and <br />may not be available at all. You believed that a PUD application might require the development of part of Twin <br />Lakes Parkway and an access point to the Xtra property from Twin Lakes. You also said, very clearly and <br />repeatedly, that Roseville had no current plans to build Twin Lakes Parkway. During our previous meeting on <br />February 7th, I asked you if you planned to build a portion of the Parkway to enable access to the Xtra site and <br />you said no. After that meeting Jamie Radel emailed me a copy of the Officially Mapped Right of Way containing <br />text and a copy of a drawing so I could accurately reflect the impact of the ROW on the Xtra property. However, <br />that drawing can not be used by my land design team as it has neither any reference points or dimensions. Even <br />if it is to scale I doubt it can be used to correctly place the ROW due to the lack of reference points. You said that <br />you do not have any other information about the ROW. You said also that the drawing was to scale but could not <br />have full scale copy and suggested I obtain a copy of the scale drawing from Ramsey County. I emailed you <br />(Friday) a request for your authorization of the release by the survey company and ROW designer of the to scale <br />drawing and electronic file. <br />You asked me to work with you to develop Twin Lakes Parkway and I have offered to cooperate with you and <br />respond to any specific request or direction you may have. I can not, however, engage in roadway development <br />for that is beyond my ability and the scope of this project. I am concerned because you have left me with the <br />impression that permission to build on the Xtra parcel may be contingent upon the Parkway being constructed <br />and there is no plan to undertake that by Roseville. The land necessary for the parkway, even the limited amount <br />needed to provide access, is owned by a private land owner who has never been willing to engage in any <br />discussions with me. This leaves the development potential of the Xtra property in serious question. Your <br />03/19/2007 <br />
