Overall LOS is showm followed by the worst approach LOS. <br />** Indicates an area on Cleveland Avenue approximately 100 ft. north of proposed site access driveway, with uncontrolled <br />U-turns. <br />YEAR 2030 BUILD CONDITIONS <br />Year 2030 traffic forecasts were developed as part of the Twin Lakes AUAR Update study. <br />Three distinct redevelopment scenarios were reviewed. The first represents the intent of the <br />comprehensive plan and is inclusive of all major land use redevelopment options, based on a <br />worst-case redevelopment scenario for traffic generation. The second redevelopment scenario is <br />focused on residential development, combined with other complimentary land uses (i.e., office <br />and retail). The third redevelopment scenario represents a non-residential focus. Each of the <br />second two redevelopment alternatives was developed with a conscience effort to balance land <br />use size and trip generation. The proposed hotel and restaurant development was included in the <br />third AUAR Update scenario. Construction of the future Twin Lakes Parkway was also assumed <br />as part of the year 2030 analysis. Therefore, trips entering and exiting the proposed hotel and <br />restaurant development would do so along future Twin Lakes Parkway. <br />An operations analysis was conducted under year 2030 AUAR build conditions to determine <br />what improvements would be needed to support redevelopment of the Twin Lakes area. The <br />p.m. peak hour was analyzed and it was determined that extensive roadway improvements would <br />be needed to support the potential development of the Twin Lakes area. With the recommended <br />improvements listed in the AUAR Update documentation all intersections will operate at an <br />acceptable LOS D or better. Based on these year 2030 recommended improvements, it is <br />recommended that the costs associated with the implementation of these improvements be <br />divided proportionately among the respective developments contributing to the impacts. This <br />contribution will be reassessed at the time the improvements are implemented, and the basis for <br />the proportion is at the City's discretion. <br />
