Because of compatibility factors adjacent to residential uses, other non- <br />9 retail uses may be permitted only with a Conditional Use Permit." Although this <br />10 description from §1005.02 (B-1 Limited Business District) of the City Code excludes all <br />� � retail uses, antiques/handicrafts/gifts stores are retail stores that may, nonetheless, be <br />12 permitted in a B-1 District with a CUP according to § 1005.015 (Business Uses). <br />1� 6.3 In addition to the land uses allowed in the B-1 District, the Comprehensive Plan states <br />14 that "fairly low traffic generating users" are appropriate in areas guided for Limited <br />15 Business uses. An antique store or gift shop, which is allowed in the B-1 District, is a low <br />16 traffic generator because it is a destination-type business — as opposed to a convenience <br />17 business that relies on drive-by traffic. Planning Division staff believes that all of the <br />18 proposed allowed uses in the amended PUD would be similar low-traffic, destination <br />� 9 businesses that could be supported in an area guided for Limited Business land uses. <br />20 7.0 PLANNING COMMISSION DISCUSSION: <br />21 7.1 The adaquacy of the parking area on the property was the source of the most significant <br />22 concern. Some Commissioners were worried that the demand for parking spaces would <br />2� greatly exceed current demand as well as the capacity of the parking lot if the PUD were <br />24 opened up to any and all of the proposed new uses. <br />25 7.2 The existing PUD allows certain office and retail uses but, with the exception of the <br />26 storage-only area in the basement, does not limit the amount of space that may be alotted <br />PF07-O50 RCA 092407 <br />Page 4 of 5 <br />
