.-. <br />^ <br />6.0 REVIEW OF CONDITIONAL USE PERMIT CRITERIA <br />2 6.1 Section 1013.01 (Conditional Use Permits) of the City Code requires the Planning <br />.. Commission and City Council to consider the following criteria when reviewing a CUP <br />a application: <br />5 a. Impact on traffic; <br />6 b. Impact on parks, streets, and other public facilities; <br />7 c. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />8 structures with contiguous properties; <br />9 d. Impact of the use on the market value of contiguous properties; <br />10 e. Impact on the general public health, safety, and welfare; and <br />11 f. Compatility with the City's Comprehensive Plan. <br />12 6.2 Impact on traffic: The Planning Division has determined that the number of clients that <br />� 3 could reasonably be accommodated by the in-home salon would have a negligible impact <br />� on traffic. <br />� 6.3 Impact on parks, streets, and other public facilities: The Planning Division has <br />16 determined that the proposed home occupation will not have an adverse impact on the <br />17 City's parks, streets, and/or other facilities. <br />� 8 6.4 Compatib�lity ... with contiguous properties: Aside from the possible addition of a 3- <br />19 square-foot, non-illuminated sign, as permitted by § 1009 (Sign Regulations) of the City <br />2o Code, no changes to the outward appearance of the home or yard are proposed that would <br />21 render the property incompatible with the neighboring properties. <br />22 6.5 Impact of the use on the market value of contiguous properties: The Planning <br />23 Division has determined that the proposed salon use is unlikely to have an adverse impact <br />24 on contiguous properties because it will be largely invisible and otherwise unnoticeable <br />25 from other homes in the area. <br />�6 6.6 Impact on the general public health, safety, and welfare: The Planning Division <br />2 � believes that the proposed home-based hair salon will have no impact on the general <br />28 public health, safety, and welfare. <br />29 6.7 Compatility with the City's Comprehensive Plan: Certain home occupations are <br />3o permitted uses (and the proposed salon is a conditionally permitted use) in the R-1 <br />31 Single-Family Residence District and are compatible with the Comprehensive Plan <br />32 designation of Low-Density Residential. <br />3� 7.0 STAFF RECOMMENDATION: <br />34 7.1 Based on the comments and findings outlined in Sections 6 and 7 of this report, the <br />35 Planning Division recommends approval of the request for a CONDITIONAL USE <br />36 PERMIT to allow the proposed in-home salon to operate in compliance with the <br />37 requirements and regulations established in § 1004.01 G of the Roseville City Code. <br />PF07-O51 RCA 092407 <br />Page 3 of 4 <br />
