''\ <br />� <br />6.0 REVIEW OF CONDITIONAL USE PERMIT CRITERIA <br />2 6.1 Section 1013.01 (Conditional Use Permits) of the City Code requires the City Council to <br />3 consider the following criteria when reviewing a CUP application: <br />4 a. Impact on traffic; <br />5 b. Impact on parks, streets, and other public facilities; <br />6 c. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />7 structures with contiguous properties; <br />8 d. Impact of the use on the market value of contiguous properties; <br />9 e. Impact on the general public health, safety, and welfare; and <br />10 f. Compatility with the City's Comprehensive Plan. <br />11 6.2 Impact on traffic: The Planning Division has determined that an increase in traffic <br />12 volume, due to the size of the proposed 1,080-square-foot accessory structure on the <br />13 property, is unlikely given that the applicant does not plan to install a driveway to the <br />14 building. <br />15 6.3 Impact on parks, streets and other public facilities: The Planning Division has <br />16 determined that the proposed accessory will not have an adverse impact on the City's <br />17 parks, streets, and/or other facilities. <br />18 6.4 Compatibility ... with contiguous properties: Other detached buildings in the area <br />19 range from small 120-square-foot garden sheds to accessory structures in excess of 900 <br />20 square feet. The proposed accessory structure would not appreciably change the <br />21 circulation on the property, and the proposed building would be located far away from <br />22 structures on adjacent properties and would be largely screened by several mature trees. <br />23 6.5 Impact of the use on the market value of contiguous properties: Although the current <br />24 proposal seeks approval to build the largest accessory structure permitted with a <br />25 Conditional Use Permit on a single-family residential property, the Planning Division has <br />26 determined that the proposed building is unlikely to have an adverse impact on <br />27 contiguous properties because it will be at least 225 feet from any other residence and <br />28 will reduce clutter on the property by housing several large items currently stored outside. <br />29 6.6 Impact on the general public health, safety, and welfare: The Planning Division <br />3o believes that the proposed accessory building will have no impact on the general public <br />3� health, safety, and welfare. <br />32 6.7 Compatility with the City's Comprehensive Plan: An accessory structure is a <br />33 permitted use (and the proposed accessory building is a conditionally permitted use) in <br />34 the R-1 Single-Family Residence District and is compatible with the Comprehensive Plan <br />35 designation of Low-Density Residential. <br />PF07-052 RCA 092407 <br />Page 3 of 4 <br />
