Sewer and water utilities, grading, and storm water drainage plans for the site <br />shall be reviewed and approved by the Capital Region Watershed District and the <br />Roseville Public Works Department prior to the issuance of a building permit. <br />D. The landscape plan shall be prepared by a registered landscape architect and be <br />designed consistent with Section 1010 of the Roseville City Code and shall be <br />reviewed and approved by the city prior to the issuance of a building permit. <br />E. The proposed accessory building shall be located in northeast corner of the <br />property (Option B) and include landscaping to soften the view from the north and <br />east. <br />F. All HVAC, power generation, and trash storage equipment shall be screened to <br />meet the requirements of City Code Section 1010. <br />PLANNING COMMISSION ACTION: <br />7.1 On July 11, 2007, the Roseville Planning Commission held the public hearing regarding <br />the King of Kings CONDITIONAL USE PERMIT request. At the meeting no citizens <br />addressed the commission. However the Commission did have questions of staff and the <br />applicant pertaining to the specifics of the request. <br />7.2 Commissioners expressed some confusion over the site plan, colored rendering, and the <br />recommended conditions as to exactly what was being approved. The City Planner <br />attempted to clarify the request indicating that the proposed CUP before the Commission <br />was for the northern media/classroom addition, southern small storage addition, and the <br />option "b" detached accessory structure. The City Planner added that staff sought a <br />master site plan for informational purposes and to assist determining potential impacts. <br />7.3 Steve Kruse (applicant representative) concurred with the intended construction and <br />indicated that it was not the intent to seek approval for the master planned expansion <br />items. He stated that the other "needs' were best guess scenarios and further refinement <br />and staff approval were necessary, as well as formal approval by the City once funding <br />and specifics were completed. <br />7.4 The Planning Commission recommended approval (6-0) of the CONDITIONAL USE <br />PERMIT for King of Kings, 2330 Dale Street, based on the findings of section 5 and <br />conditions of section 6 as amended to include "and storage" in condition 6.1 a and for <br />condition 6.1 e to clearly identify the accessory storage structure. <br />PF07-034_RCA_072307 Page 4 of 5 <br />
