• <br />4.0 PROPOSAL REVIEW: <br />. <br />4.1 King of Kings Lutheran Church has requested consideration of a CONDITIONAL USE <br />PERMIT consistent with Section 1013 of the Roseville City Code. The proposal includes <br />the construction of a new media/classroom wing on the north of the structure, the <br />construction of a small storage addition on the south side of the structure, the <br />construction of a detached accessory structure in the yard area adjacent the northern <br />parking lot and Lovell Avenue, and associated site improvements (grading, drainage and <br />landscaping). The project will also involve renovation of existing classroom, kitchen and <br />restroom facilities. <br />4.2 The proposed project would be the fourth addition to the original 1963 structure. King of <br />Kings seeks allowance to complete a phased project that would include the new <br />education wing being completed in 2008, the interior renovations being completed in <br />2008/2009, and future expansion of the structure (north and south) between 2013 and <br />2018. <br />5.0 REVIEW of CONDITIONAL USE PERMIT: <br />5.1 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br />�.2 The proposal to construct classroom and media center facilities does not necessarily <br />translate into the need for additional on-site parking stalls, modifications to access points, <br />or increased traffic. Parking for facilities such as King of Kings relies on a requirement <br />of 1 space for every 3.5 seats in the worship/assembly hall. The Planning staff believes <br />that the existing 99 parking spaces meets the Code requirement. The site has well <br />designed and located accesses to Dale Street and Lovell Avenue, and an increase in <br />enrollment in the K-8 school to 180 overall would correlate into additional vehicles, <br />though the increase will not occur immediately. That being said, staff has <br />reviewed/analyzed the proposal utilizing the criteria of Section 1013.01 of the City Code. <br />5.3 Traffic. The 2004, Average Daily Traffic (ADT) on Dale Street was 8,500 vehicles with <br />a projected increase to 11,800 in 2010 and 14,100 in 2020. The addition of roughly 70 <br />total students and up to 3 additional staff inembers would not create an adverse impact on <br />traffic on Dale Street ar Lovell Avenue. Anticipated enrollment for the 2007-2008 <br />calendar year is ] 10 and the Planning staff is assuming that additional staff <br />(teachers/other) would be added as enrollment increases to the 180 level. <br />PP07-034_KPCn_071 ]07.doc Page 2 oC�t <br />
