6.0 ZONING/PLANNED UNIT DEVELOPMENT: <br />6.1 The GENERAL CONCEPT PLANNED UNIT DEVELOPMENT is a process by which a <br />development/redevelopment proposal is formally presented in a public hearing to the <br />Planning Commission for consideration. A PLANNED UNIT DEVELOPMENT is a <br />zoning district which may include single or mixed uses, one or more lots or parcels, <br />intended to create a more flexible, creative and efficient approach to the use of the land <br />subject to the procedures, standards, and regulations contained in the City Code. <br />6.2 The proposal seeks to rezone the parcel from its current designation of R-1 Single-Family <br />Residential to a PLANNED UNIT DEVELOPMENT with an underlying zoning of B-6, <br />Mixed Use Business Park District. The B-6 Business Park District is designed to provide <br />a mix of high quality office, retail and multifamily residential uses. <br />6.3 Section ] 005.07A states: A"Mixed Use Business Park" is a redevelopment area, in <br />which the environmental impacts of the business park have been analyzed through an <br />environmental impact statement or similar. The impacts are then mitigated within the <br />requirements a Planned Unit Development as defined in Section 1008. All parcels shall <br />have well-planned roads, utilities, ponding and communication systems. Parcels within a <br />"Mixed Use Business Park" shall have access to an internal parkway and/or external <br />County roads as well as convenient access to the Interstate Highway System. Emphasis <br />shall be placed on creating a unique, safe and high quality work and play environment by <br />installation of extraordinary, architecturally distinct buildings, parkways, transit and <br />transportation services, site planning, landscaping, parks, pedestrian pathways, and <br />lighting. <br />6.4 Section 1005.07B states: A B-6 district may be established after completion and city <br />approval of a mixed-use master plan for the entire district and completion of any required <br />or voluntary environmental review such as an Environmental Impact Statement (EIS) or <br />Alternate Urban Area Review (AUAR) as defined by the Minnesota Environmental <br />Quality Board rules. Uses permitted within a B-6 district shall comply with Section 1008 <br />of this Code by completing a Planned Unit Development prior to the issuance of any <br />building permits. The Planned Unit Development shall implement all mitigation <br />requirements of the EIS or AUAR as well as Business Park Design Guidelines of Section <br />1010 and subdivision requirements of Chapter I 1 of this Code. <br />6.5 Permitted Uses, after city approval of a mixed use master plan and completion of a <br />Planned Unit Development within a portion (or all) of the Mixed Use Business Park: <br />■ Offce, business and professional. <br />■ Medical and dental clinics and laboratories. <br />■ Hotel and motel. <br />■ Hospital. <br />■ Research, design and development. <br />■ Bank and financial institutions. <br />PF07-006_RPCA_060607 Page 4 of 8 <br />� �''� <br />
