This right out access should be closed for the following reasons: <br />• This redevelopment will add trips to the existing HarMar/ County Road B signalized <br />intersection. The trips will add to the queue of vehicles exiting HarMar at the signalized <br />intersection. The additional queuing will add to the length of time it takes for vehicles to <br />exit the site causing this area to become congested internal to the mall. Congestion will <br />discourage westbound drivers from using the signalized intersection, adding to the number <br />of motorists using the right-in/right-out access onto County Road B. Adding to the U-turns <br />(illegal if during peak times) at the intersection to head west on County Road B. <br />• The U-turn scenario discussed in the previous bullet highlights the importance of closing the <br />right-in/ right-out access located along County Road B, approximately 300 feet east of <br />Snelling Avenue. The unsafe condition of the potential U-turns along County Road B <br />necessitates this access closure. <br />• The additional analysis provided by Wenck supports city staff concerns about compliance <br />issues at this intersection. If the right- out is closed, it will reduce the violation of the no U- <br />turn provisions at this signal. Their counts show that 2lmost 50 percent of the "no U-turn" <br />violations are vehicles exiting the HarMar site from the right- in/ right- out. Leaving this <br />right-out open, with the potential for additional traffic using it, is not only unsafe, but it will <br />create an additional enforcement burden on the City. <br />In conclusion, the closure of this right-out access will ensure that the proposed Outlot 81 <br />redevelopment will not have a negative impact on the HarMar/ County Road B signalized <br />intersection. In addition to this, it will eliminate 50% of the "no U-turn" violations, creating a <br />safer HarMar/ County Road B intersection. <br />Please let us know if you have any questions or concerns and would like more information. <br />7 <br />
