One of <br />those conditions was to eliminate the right-out movement at the right-in/right-out access on <br />County Road B, just east of Snelling Avenue. This condition was suggested by City staff, who <br />expressed the following two concerns as the reasons for their suggestion: <br />a) Safety problems presently occur due to motorists who make a right turn onto County <br />Road B at the westerly right turn access and then make a U-turn at the main access for the <br />Har Mar shopping center. <br />b) The existing safety problems would worsen with the proposed PUD for outlot 81. <br />We have performed additional data collection and analyses to determine whether the two <br />concerns raised by City staff are actual problems that should be resolved through closure of the <br />existing right turn out movement at the westerly access. This memorandum presents the results <br />of our supplemental investigations. <br />DATA COLLECTION <br />To address the concerns raised by City staff, we obtained the followinb data: <br />Field observations and traffic counts at typical busy times when eastbound U-turns at the <br />County Road B/main access intersection are allowed and when they are prohibited. <br />Crash data for County Road B between the westerly right turn access and the main <br />access, including those two intersections. <br />Details regarding data obtained for each of the above items are described next. <br />
